The government has opened proceedings against the head of the State Service of Ukraine on Medicines: what is known

On December 24, the Cabinet of Ministers of Ukraine dismissed the head of the State Service of Ukraine on Medicines and Drugs Control, Roman Isayenko, and initiated disciplinary proceedings against him. The corresponding government decree No. 1477-r of December 24, 2025, was published on the government portal, "Komersant Ukrainian" reports
According to the document, the Commission on the Senior Civil Service was instructed to conduct disciplinary proceedings against Roman Isayenko.
“The Commission on the Senior Civil Service shall conduct the relevant disciplinary proceedings by January 27, 2026, and inform the Cabinet of Ministers of Ukraine of the results,” the order says.
The official has been suspended from duty for the period of the inspection.

Searches and investigations
In November, the National Anti-Corruption Bureau of Ukraine conducted searches at the central office of the State Service of Ukraine on Medicines and Drugs, including Isayenko’s office. The details of the investigation were not officially disclosed.
Earlier, it was also reported that an entrepreneur who offered an undue benefit to the head of the State Service on Medicines was exposed. Law enforcement agencies are investigating the circumstances of the case.
Legal requirements
It is worth recalling that the Verkhovna Rada of Ukraine has previously passed a law requiring ministers and heads of central executive bodies to report on their performance before dismissal. This provision increases personal responsibility of officials and transparency of personnel decisions.
Roman Isayenko’s further fate will depend on the conclusions of the disciplinary commission. Upon completion of the proceedings, the government will make a final decision, ranging from reinstatement to possible dismissal with the relevant legal consequences.
It should be noted that in March 2024, the Cabinet of Ministers appointed Isaienko as the head of the State Service on Medicines and Drugs Control.
