Government launches large-scale audits of defense and energy companies: what is known

Ukraine is strengthening financial control in critical sectors such as energy and defense. Prime Minister Yulia Svyrydenko heard a report from Deputy Head of the State Audit Service Yulia Solianyk on the preparation and progress of large-scale audits that will cover dozens of state-owned enterprises, "Komersant Ukrainian" reports.

Energy: audit of Energoatom continues

According to the State Audit Service, audits of NNEGC Energoatom are already underway at ten branches of the company.
The interim results are expected at the end of December – they should show the first conclusions on the effectiveness of management and possible violations at the largest state-owned energy generating company.

Defense sector: audit starts in the second half of December

Audits in the defense sector will start in the second half of December. The audits will cover:

  • 22 enterprises of the Ukrainian Defense Industry JSC,
  • state-owned enterprises of the Ministry of Defense – the Defense Procurement Agency and the State Logistics Operator,
  • the research period is 2022-2025.

The first conclusions should be ready in January, which indicates the high pace of work and the priority of these audits for the government.

Weekly reports and data transfer to law enforcement agencies

The Cabinet of Ministers obliged the State Audit Service to report on the progress of audits on a weekly basis. Once the audits are completed, law enforcement agencies will receive the full scope of information, presumably for further response in case of violations.

Problems in defense procurement have already been identified

Separately, the State Audit Service reported on the results of monitoring procurement carried out by state-owned enterprises of the Ministry of Defense in 2024-2025.
The audit revealed a number of shortcomings in the planning, organization and conduct of procurement. The government has already instructed the relevant agencies to correct them.

During a full-scale war, the efficiency of spending in the defense and energy sectors has become a matter of national security. The large-scale audits launched by the government are aimed at increasing the transparency of state-owned enterprises and minimizing the risks of corruption in critical sectors.
