The government is launching new employment, housing, and business programs for veterans: what will change in 2026–2027

The Cabinet of Ministers of Ukraine is launching a large-scale support system for veterans, covering employment, retraining, business development, housing compensation, and the creation of veteran spaces in communities. The new government programs are designed to help defenders return to civilian life and gain real opportunities for professional and social development. This was announced by Ukrainian Prime Minister Yulia Svyrydenko, according to "Komersant Ukrainian".
“We are working to ensure that more veterans can find their place in civilian life, so that people who have given their time, energy, and health to defend the country have not only benefits but also a choice of career paths, both in the public and private sectors,” Yulia Svyrydenko emphasized.
How many veterans are already working and have started their own businesses
According to government data, more than half of the veterans who returned to work were able to resume employment in their previous positions.
In addition
- about 12,000 veterans work as individual entrepreneurs;
- more than 30,000 people have found new jobs after serving;
- more than 65,000 vacancies are available on the digital platform “Veteran Career.”
All state and regional support programs are collected on the Veteran.Pro platform, which helps veterans find work, receive assistance, or start their own business.
State program “Veteran.Work”: new employment opportunities
The Cabinet of Ministers has approved the “Veteran.Work” program for 2026–2027. It provides for:
- professional adaptation after military service;
- retraining and training in new professions;
- support during job search;
- career development in the public and private sectors.
The digital platform “Veteran Career,” which brings together veterans and employers, plays an important role. Currently, nearly a thousand employers and thousands of veterans are registered on the platform.
Veterans will receive compensation for housing rent
The government has expanded the housing rental compensation program for veterans who have lost their homes due to the war or do not have housing.
The following are eligible for compensation:
- veterans whose homes have been destroyed or remain in occupied territory;
- veterans with internally displaced person status;
- persons who have returned from Russian captivity and lost their homes.
Compensation will be paid in three stages throughout the year — by March 15, June 15, and October 15. If necessary, payments may be extended for another six months.
Applications can be submitted through Administrative Service Centers or structural units of veteran policy.
New mechanism for registering veterans who have received housing
The government is also introducing transparent registration of veterans and their family members who have received housing or housing assistance.
All information will be entered into the Unified State Register of War Veterans. This will allow:
- ensure transparency in the distribution of housing;
- avoid duplication of state assistance;
- guarantee the fair distribution of resources.

Veterans’ spaces will be created in communities
In 2026, the state will finance the creation of veterans’ centers in 15 communities in Ukraine.
These centers will become places where veterans can:
- receive counseling and social support;
- find work or undergo training;
- receive assistance in adapting to civilian life.
These spaces will be barrier-free and accessible to veterans and their families.
Veteran entrepreneurship will receive official status
A new status is being introduced in Ukraine — veteran entrepreneur. It will give veterans access to:
- government grants;
- financial support;
- preferential loans;
- special business development programs.
The Ministry of Veterans Affairs has clarified that the procedure for obtaining this status involves submitting an application, verifying documents, and entering the enterprise into the register.
This creates new opportunities for veterans who want to start or develop their own business.
The state is strengthening its support for veterans after the war
The launch of new programs is part of a comprehensive state policy to reintegrate veterans into civilian life.
The government aims not only to provide social guarantees, but also to ensure that veterans have the opportunity to work, develop, obtain housing, and start their own businesses.
