The government launches the “SvitloDom” program: who can receive 300,000 hryvnia for generators

The Cabinet of Ministers of Ukraine has approved a decision to launch a state program to provide financial support to apartment buildings to ensure autonomous power supply in conditions of limited electricity supply. Under the program, the state will provide between 100,000 and 300,000 hryvnia for the purchase of generators, batteries, inverters, and other energy equipment. This was announced by Prime Minister Yulia Svyrydenko, according to "Komersant Ukrainian".

What does the “SvitloDom” program entail?

The program is called “SvitloDom” and is aimed at improving the energy sustainability of residential buildings during energy emergencies.

Financial assistance will be provided to:

  • associations of co-owners of apartment buildings (OSBB);
  • housing and service cooperatives;
  • managers of multi-family buildings regardless of ownership.

The funds received may be used exclusively for the purchase of equipment for autonomous power supply, in particular:

  • generators;
  • batteries;
  • inverters;
  • other energy equipment.

How much funding can be obtained

The amount of state support will range from 100,000 to 300,000 hryvnia per apartment building.

The specific amount will depend on the justified need and the decision of a special commission.

How to apply for assistance

Applications will be submitted online through the “Dія” app.

According to Yulia Svyrydenko, the procedure will be as follows:

  • The condominium association or building manager submits an application through “Dія”;
  • A special commission under the Ministry of Community and Territorial Development of Ukraine reviews the documents.
  • if approved, the funds are transferred to the applicant;
  • The funds must be used within 45 days.

“Co-owners’ associations and building managers can submit applications online through “Diyu.” The commission under the Ministry of Development reviews and approves applications. The funds must be used within 45 days,” said Yulia Svyrydenko.

Where the program will operate

The “SvitloDom” program is being implemented in communities where a state of emergency has been declared in the energy sector. The first to participate in the program will be:

  • Kyiv;
  • Kyiv region.

The Ministry of Development of Communities and Territories of Ukraine will provide additional information about the expansion of the program to other regions and the start of accepting applications.

Why is the program being launched?

The government made this decision as part of an additional package of measures to support the population and businesses amid power outages. The program is expected to:

  • ensure the operation of elevators, pumps, and heating systems in apartment buildings;
  • reduce the dependence of the housing stock on centralized electricity supply;
  • improve the safety and comfort of residents during emergency power cuts.
