Government launches state support for agricultural insurance: what will change for farmers in 2026

For the first time, the State Budget of Ukraine for 2026 allocates UAH 60 million to support agricultural insurance. To implement this decision, the Cabinet of Ministers adopted a resolution “On Amendments to the Procedure for Providing State Support for Agricultural Insurance”. The launch of the program was announced by the press service of the Ministry of Economy, Environment and Agriculture of Ukraine, "Komersant Ukrainian" reports
The new rules are intended to reduce risks for farmers, especially those working in the frontline areas, and to stimulate the recovery of agricultural production in times of war.
Who is eligible for state support and what does it cover
The resolution sets clear conditions for compensation for agricultural insurance and applies to agricultural producers across the country, with separate benefits for frontline communities.
Main requirements for agricultural producers
To participate in the program, farmers must:
- register in the State Agrarian Register;
- be checked to ensure that they are not on the sanctions and terrorist lists;
- have no ties with residents of Russia, Belarus and other risky jurisdictions.
How much does the state compensate?
The state will reimburse part of the insurance premiums paid:
- up to 60% for agricultural producers operating in frontline communities;
- up to 45% for other agricultural producers.
This will reduce the financial burden on farmers and make insurance more affordable.
Where to insure agricultural products
Agricultural producers will enter into contracts with insurance companies that have been authorized to insure agricultural products by the National Bank of Ukraine. As of the start of the program, these are:
- JSC Insurance Company INGO;
- PJSC Insurance Company “Universalna”.
The Ministry notes that the list of insurers will be expanded.
What crops and risks are covered by insurance
Contracts will be concluded on standardized insurance products, in particular regarding:
- winter grain crops (wheat, rye, barley) for the wintering period;
- winter grain crops for the entire period of cultivation;
- future grain harvest (winter and spring wheat, rye, barley, oats) for the spring and summer period.
