The government has approved English proficiency requirements for certain civil servants

The Cabinet of Ministers of Ukraine has approved English language proficiency requirements for candidates for a number of positions in public administration, education, and science.
This was reported by the Ministry of Education and Science of Ukraine, according to "Komersant Ukrainian".
The new regulations will take effect after the end of martial law in Ukraine.
What level is required for civil servants
For applicants for Category “A” civil service positions, as well as for heads of local state administrations and their deputies, the requirement is a level of English proficiency no lower than B1.
The level is determined in accordance with the Common European Framework of Reference for Languages (CEFR)—a pan-European scale for assessing language proficiency.
Requirements for Education and Science
For candidates for the positions of:
- heads of state scientific institutions;
- heads of higher education institutions a higher requirement is set—a level of at least B2.
For certain civil service positions in categories “B” and “C,” as well as some positions in the fields of education and science, the government has adopted a differentiated approach. The specific language proficiency level will depend on the job responsibilities.
Possible alternative to English
In some cases, knowledge of another official language of the European Union may be considered for candidates in the fields of education and science.
If an applicant has a document confirming proficiency in such a language at a level no lower than B2, then the English requirement may be lowered to level B1.
Who is affected by the new rules
The Ministry of Education and Science of Ukraine emphasizes that the new language requirements do not apply to all civil servants or education workers.
They apply only to candidates for certain managerial and specific government positions as defined by law.
