The ARMA does not know the exact number of frozen Russian assets, but reports that billions have been recovered

The National Agency for the Identification, Tracing, and Management of Assets (ARMA) does not maintain separate records of assets under the category “Russian assets.” At the same time, over the past year, the agency managed to transfer more than 3.4 billion hryvnias to the budget, funds obtained through sanctions mechanisms and special confiscation.
This is stated in ARMA’s official response to a request from "Komersant Ukrainian".
Do “Russian assets” not exist as a separate category?
Journalists asked the Agency to provide statistics on the number of Russian assets (movable and immovable property) seized or confiscated in Ukraine since the start of the full-scale invasion.
The agency responded that current legislation, specifically Law No. 772-VIII, does not grant ARMA the authority to create and maintain records of information specifically classified as “Russian assets and/or assets belonging to citizens of the Russian Federation.”
“ARMA lacks the legal grounds to create information regarding the substance of the question raised,” the response stated, signed by Valerii Saienko, Director of the Asset Management Department.
The Agency explained this by citing the provisions of the Law “On Access to Public Information”: the administrator is not obligated to conduct additional analysis or create a new information product (analytics) in response to a request if such documentation was not created in the course of performing their direct duties.
How much money did the state receive
Despite the lack of a “registration” of Russian assets specifically, ARMA published data on the financial results of managing assets seized in 2025.
The total amount of funds received by the state and affected Ukrainians as a result of sanctions and special confiscation amounted to 3.419 billion UAH.
The breakdown of these revenues is as follows:
- 2.58 billion UAH — collected as state revenue as a result of sanctions;
- 833.5 million UAH — collected through special confiscation.

The Agency noted that all information regarding its activities and the list of assets seized in criminal proceedings must be published on ARMA’s official website, specifically through access to the Unified State Register of Seized Assets.
It is worth noting that the issue of the effective management of Russian assets in Ukraine remains one of the most discussed topics in society, as these resources are intended to serve as a source for rebuilding the destroyed infrastructure.
