Nemo Dolphinarium building arrested in Odesa due to debt of 12 million: who is behind the companies that own it

The Odesa Economic Court has seized the building that houses the Nemo Dolphinarium, an aquarium, and a dolphin therapy center.

This is stated in the data from the Unified State Register of Court Decisions, "Komersant Ukrainian" reports.


The reason was that the companies that own the complex owe the city almost UAH 12 million in equity participation, a contribution that the developer must pay for the development of urban infrastructure.

Details of the case

The lawsuit was filed by the Odesa Regional Prosecutor’s Office, demanding to enforce the collection of funds from two companies – Nerum and Neptun Bila Sfera. They were the customers for the construction of the complex.

The construction of the dolphinarium lasted from 2018 to 2022, but during this time, the owners did not transfer any funds to the community budget.
The amount of the debt is UAH 11.9 million.

The court agreed with the prosecutor’s arguments and seized the main building of the complex with an area of over 21 thousand square meters. It houses an aquarium, a dolphin therapy rehabilitation center, and a hotel and entertainment area.

Who is behind the companies

According to YouControl, Nerum’s co-owners include Raisa Kislovska, the mother of Odesa City Council member Andriy Kislovskyi, and Serhiy Keliushok, who is also a co-owner of the second defendant company, Neptun Bila Sfera.

It was these companies that failed to fulfill their obligations to the city budget, which led to the seizure.

What’s next

Although the prosecutor’s office also requested that the companies’ bank accounts in Ukraine and abroad be blocked, the court dismissed this part of the claim, leaving the funds at the free disposal of the owners.

Currently, the Nemo Dolphinarium continues to operate as usual.

Meanwhile, the city authorities have announced a full audit of Odesa’s municipalities, including a review of the use of funds over the past three years.
