Ukraine finally simplifies procurement of domestic unmanned systems and electronic warfare equipment

The Cabinet of Ministers of Ukraine has adopted a resolution approving the procedure for the procurement of unmanned systems, tactical electronic warfare (EW) equipment of domestic production and their components. This was reported by the Ministry of Defense, "Komersant Ukrainian" reports.

The government’s decision transfers the procurement of drones and electronic warfare equipment from an experimental mode to a permanent basis. This should ensure the consistency and predictability of this process. Previously, the purchase of drones was carried out as part of a pilot project launched in March 2023. To continue it, the government had to make appropriate decisions every year.

“This created uncertainty for manufacturers, complicating their plans. From now on, the government has ensured the stability of procurement of drones and electronic warfare equipment, which will contribute to the development of domestic industry and increase the country’s defense capabilities. As a result, the military will be able to plan their needs more effectively, and manufacturers will be able to focus on improving technologies and expanding production,” said Minister of Defense of Ukraine Rustem Umerov.

In addition, the approved procedure is aimed at increasing the efficiency and effectiveness of decentralized procurement at the level of military units, which is especially important in the context of martial law.

What’s new in the procurement procedure

The key innovation is the simplification of procedures. Commanders of military units are now able to purchase unmanned systems and short-range electronic warfare equipment without the approval of the General Staff of the Armed Forces and higher-level military authorities, including supply services. This will significantly reduce the time to obtain the necessary equipment.

Access to framework agreements has also been expanded. Military units will be able to join framework agreements concluded by the procurement agency of the Ministry of Defense or the State Special Communications Service. This will provide the military with faster access to modern drones and electronic warfare equipment at competitive prices.

What about the supply of drones to the army?

The supply of drones to the frontline increased significantly in 2024. According to the Defense Ministry, as of mid-December, more than 1,300,000 drones have been delivered to the Defense Forces.

At the same time, work is underway to contract the supply of drones for the coming months and years. This will ensure a steady supply of drones and enhance the capabilities of the Ukrainian army on the battlefield.

For example, a few days ago, the Ministry of Defense of Ukraine codified and authorized the domestic-made TOKKO unmanned aerial vehicle system. The complex consists of a ground control station, a control panel, pilot goggles, a mast, and dozens of drones. These kamikaze drones are resistant to enemy electronic warfare.
