Ukraine is not yet ready to fine traders of gasoline without bioethanol. The reasons are as follows

The State Environmental Inspectorate will not fine gas stations for selling gasoline without bioethanol. This was reported by the specialized publication NaftoRynok with reference to the statement of the First Deputy Head of the State Environmental Inspectorate Dmytro Zaruba, according to [Kommersant].

As you know, starting from May 1, almost all motor gasoline must contain at least 5% bioethanol. Failure to comply with this requirement will result in a fine.

But, according to an official of the State Environmental Inspectorate, fines will not be applied to gasoline sellers without bioethanol, as this requires an approved form of a protocol on the relevant offense, which is not yet available.

In addition, the State Agency on Energy Efficiency and Energy Saving has not yet approved the Procedure for administering the accounting of the content of biocomponents in motor fuels and their compliance with sustainability criteria. According to the Head of the State Agency on Energy Efficiency and Energy Saving, Hanna Zamazeyeva, this document is still being developed.

Meanwhile, Ukrnafta is ready to supply gasoline with bioethanol

Sergiy Fedorenko, Commercial Director of PJSC Ukrnafta, announced Ukrnafta’s readiness to supply gasoline containing 5% liquid biofuel to the market.

According to him, the company has completed all the necessary certifications for such fuel. The company’s technologists have worked out all the logistical components that will help maintain the quality of gasoline for its supply to 660 filling stations controlled by Ukrnafta.

What regulates these innovations

Last June, the Verkhovna Rada passed the Law of Ukraine On Amendments to Certain Laws of Ukraine on Mandatory Use of Liquid Biofuels (Biocomponents) in the Transport Sector No. 3769-IX. The Law amended Article 14 of the Law of Ukraine “On Alternative Fuels”, which, in particular, provides that “non-compliance with the requirements for the sale of motor gasoline containing the statutory mandatory share of liquid biofuels (biocomponents) for business entities engaged in retail trade in fuel shall be punishable by a fine in the amount of seven minimum subsistence levels for able-bodied persons for each 1000 liters of motor gasoline received for sale”.

As of today, this amount is UAH 21,196 for every 1000 liters.

How important are these innovations?

Andriy Gerus, Chairman of the Verkhovna Rada Committee on Energy, Housing and Utilities, commenting on the adoption of the law, emphasized that it is useful for the development of the agricultural sector, as a new market for bioethanol is being created, and there are many enterprises in Ukraine that can easily produce bioethanol.

In addition, the Law will have a positive impact on the environment, as most emissions are generated by road transport, the number of which is growing extremely fast in cities.

Will the price of fuel change after adding bioethanol to it?

In Ukraine, some gas stations have been selling gasoline with bioethanol for quite some time now, and its price is lower than regular fuel. It is possible to produce a gasoline-alcohol mixture of the required quality in Ukraine. You can also import a ready-made mixture. According to the NefteRynok publication, a mixture of gasoline with bioethanol from Germany will cost at least 5 euros per ton more than regular A-95 gasoline. According to Sergiy Kuyun, director of the A-95 consulting group, the addition of 5% bioethanol will not lead to a significant increase in gasoline prices.
