Ukraine is seeing an increase in “white” (official) wages, driven by businesses’ efforts to retain employees.
This was stated in an interview with the YouTube channel "Komersant Ukrainian" by Danylo Getmantsev, a member of the Ukrainian Parliament and chairman of the Verkhovna Rada Committee on Finance, Tax and Customs Policy.

“The indicators for bringing wages out of the shadows are positive, but this is not due to improved administration, but rather to mobilization. Businesses were forced to raise official wages in order to be able to retain employees,” he noted.
According to Danylo Getmantsev, the problem of “envelope wages” remains widespread.
“We can clearly see this across every sector: if a company pays wages above the average level, there is generally no evasion. If they are below average, and especially below the minimum wage, this is a direct sign of shadow payments,” he explained.
Getmantsev emphasized that bringing wages out of the shadows is crucial for filling the budget and raising social standards.
“This is one of the key methods of tax evasion, and it is still widely used. We understand where this is happening and how to address it,” the deputy emphasized.
