Another state registry launched in Ukraine today: which registers are still inaccessible

On December 20, after the registers were suspended due to a Russian cyberattack, the Minister of Justice of Ukraine Olga Stefanishyna said that a team of specialists would try to restore the registers within 2 weeks.
on December 29, notaries were able to resume working with registries, as three key notary registries were restored: The Unified Register of Powers of Attorney, the Inheritance Register and the Unified Register of Special Forms of Notarial Documents.
on January 4, the State Register of Civil Status Acts became available and it became possible to register marriages, births and other acts of civil status.
And finally, the Unified State Register of Legal Entities and Individual Entrepreneurs (USR) has been launched today.
As the Ministry emphasized in this regard, “electronic information interaction with government agencies – the State Tax Service, the State Statistics Service of Ukraine, the Pension Fund of Ukraine, the Ministry of Digital Transformation and other agencies that use the USR data in their activities – has been restored.”
A number of online services have also been launched via Diia. The following functions have been restored on the USR portal:
– free search for information in the registry,
– generating extracts,
– obtaining the results of administrative services by access code,
– access of public authorities to the registry information through access identifiers,
What registers still need to be restored
The Ministry of Justice reported that work continues to restore access to the State Register of Encumbrances on Movable Property, the Unified Register of Debtors, and the Automated System of Enforcement Proceedings.
As emphasized, these registers are also important for certain registration actions in accordance with the provisions of the Law of Ukraine “On State Registration of Legal Entities, Individual Entrepreneurs and Public Organizations”.
The agency explained that, in this regard, the deadlines for reviewing documents for those registration actions that require the use of information from the said registers to make a decision on conducting or refusing to conduct them have been suspended.
Documents for registration actions are accepted, however, the relevant registration actions will be carried out after access to the registers is restored, the use of information from which is necessary for its completion.
