Ukraine to Produce Nuclear Fuel for Nuclear Power Plants: What the Cabinet of Ministers Decided

Ukraine has taken a new step toward energy independence in the nuclear sector. The Cabinet of Ministers has approved a decision on the siting, design, and construction of a nuclear facility for the production of fuel assemblies for Ukrainian nuclear power plants in the South Ukrainian community of Mykolaiv Oblast. This was reported by the press service of the joint-stock company “NAEK “Energoatom” on its Facebook page, according to "Komersant Ukrainian"
This involves a modern technological complex that will operate using technologies from the American company Westinghouse.
The company emphasized that nuclear fuel production in Ukraine is a strategic decision that opens a new phase in the development of the country’s nuclear energy sector and is expected to strengthen the state’s energy security.
What exactly will be built
This is not just a plant in the conventional sense, but a complex for the production of fuel assemblies—a key component of nuclear fuel used in NPP reactors. It is these assemblies that are loaded into nuclear reactors to generate electricity.
Construction is planned to take place within the South Ukrainian municipal territorial community. This area is closely linked to nuclear energy, as it is home to the South Ukrainian Energy Complex.
Why is this important for Ukraine
The main significance of this project is reducing dependence on external suppliers of nuclear fuel. After many years of dependence on Russian solutions, Ukraine is consistently shifting toward cooperation with Western partners, primarily with Westinghouse. Energoatom clarifies that the new facility will operate using technologies from the American company Westinghouse. Cooperation agreements were reached earlier, and now, following the government’s decision, the project is moving into the implementation phase.

It is with this company that Ukraine is pursuing a policy of phasing out Russian nuclear fuel and diversifying the industry’s technology. According to Energoatom, an environmental impact assessment has already been conducted for the future complex, and a feasibility study has been prepared.
The company also reported that the documentation has passed a state review, which confirmed the feasibility and safety of the project.
