Student scholarships will increase significantly in Ukraine from September 1, 2026

The Ministry of Finance of Ukraine has announced a planned significant increase in the amount of all types of student scholarships, which is to take effect on September 1, 2026, reports [ komersant].
Most payments, including regular academic scholarships, will be doubled. Additional funding is provided in the State Budget for 2026 to ensure payments.
Main changes and amounts of the increase
According to the Ministry of Finance, the increase will apply to both standard and nominal scholarships. All amounts will be doubled compared to the current amounts, which were last revised four years ago.
For university students (Higher education)
The minimum academic scholarship will increase from UAH 2,000 to UAH 4,000 per month.
Other key benefits for university students are also doubling:
- Increased academic scholarship (for special achievements) – will increase from UAH 2,910 to UAH 5,820.
- Scholarship of the President of Ukraine – will increase from UAH 10,000 to UAH 20,000.
- Scholarship of the Verkhovna Rada of Ukraine – will increase from UAH 4,400 to UAH 8,800.
- Scholarship of the Cabinet of Ministers of Ukraine – will increase from UAH 4,000 to UAH 8,000.
- Scholarships based on the sectoral principle – will increase from UAH 2,550 to UAH 5,100 (increased sectoral scholarship – up to UAH 7,420).
For college students (Professional higher education)
A similar doubling of payments is planned for college students:
- The minimum academic scholarship will increase from UAH 1,510 to UAH 3,020.
- The increased academic scholarship will increase from UAH 2,197 to UAH 4,394.
- Scholarship of the President of Ukraine – will increase from UAH 7,600 to UAH 15,200.
- Scholarship of the Verkhovna Rada of Ukraine – will increase from UAH 3,320 to UAH 6,640.
- The scholarship based on the industry principle will increase from UAH 1,930 to UAH 3,860 (increased industry scholarship – up to UAH 5,618).
Financial support
To implement this increase, the State Budget of Ukraine for 2026 provides for the allocation of UAH 6.6 billion for the payment of scholarships. This funding is UAH 1.2 billion more than was allocated in the 2025 budget.
The planned increase is intended to partially compensate for inflationary losses and improve the level of social security for students.
