Ukraine approves 97% of local budgets for the next year

As of December 26, 2025, 97% of local budgets have been approved in Ukraine, which creates the preconditions for stable financing of educational, healthcare, social protection and other community life support institutions in 2026.
This is reported by "Komersant Ukrainian" with reference to the Ministry of Finance.
According to the Ministry of Finance of Ukraine, 1,542 local budgets out of 1,597 have been approved so far. In particular, 24 regional budgets and the budget of the city of Kyiv, 113 district budgets, 1,392 budgets of territorial communities and 12 budgets of districts in cities have been approved.
The process of approving some budgets is still ongoing.
“The approved local budget means timely payments to teachers and healthcare workers, uninterrupted operation of public utilities and the ability of communities to plan their development from the beginning of the year. Therefore, it is important to speed up the approval of budgets in those communities where this process is still ongoing, so that the financial work in 2026 is stable and predictable,” said Deputy Minister of Finance of Ukraine Dmytro Samonenko.
The local budgets have already been fully approved in Volyn, Donetsk, Zhytomyr, Kirovohrad, Lviv, Kharkiv and Chernivtsi regions.
The Ministry of Finance reminds that in accordance with Article 77 of the Budget Code of Ukraine, local budgets must be approved by December 25 of the year preceding the planned year. The timely completion of budget procedures allows to ensure the continuous operation of schools, hospitals and other budgetary institutions from the beginning of the new year.
