Ukraine to increase booking of officials

The Cabinet of Ministers has allowed to increase the reservation from mobilisation for officials and employees of state-owned enterprises. This was reported by [Kommersant] citing a post on the Telegram channel of the government’s representative in the Verkhovna Rada, Taras Melnychuk.

According to him, the government has amended the Regulations on the Interagency Working Group on Organising the Conscription of Citizens Liable for Military Service during Mobilisation to empower the working group to submit proposals to the Minister of Defence to increase the volume of reservations.

“Amendments were made to the Procedure for reserving persons liable for military service with state authorities, other state bodies, local self-government bodies and enterprises, institutions and organisations for the period of mobilisation and wartime, in terms of empowering the Minister of Defence to make decisions based on proposals from the Interagency Working Group on Organising the Conscription of Persons Liable for Military Service during Mobilisation to increase the volume of reservations,” Taras Melnychuk wrote.

How officials are booked in Ukraine

In early May 2024, Ukraine changed the rules for reserving officials from mobilisation. The spokesman for the Ministry of Defence, Dmytro Lazutkin, said during a national telethon that there were clear rules for mobilisation, but even they had changed.

According to him, category A civil servants will be the first to be “booked”. These are the heads of village and city councils, i.e. those people who head structures and are the heads of state and local government bodies.

Category B will be reserved by 50%. It includes officials who head certain departments or units.

In turn, representatives of the governing bodies of the state administration, judges, the National Police, the National Guard, and cybersecurity specialists may also receive a deferral.
