Average wages have decreased in Ukraine: which specialists earn the most

The average salary in Ukraine in January this year was 27,975 UAH, which is 9.5% less than in December 2025. The highest salaries were recorded in Kyiv.

This was reported by the press service of the State Statistics Service, according to "Komersant Ukrainian".

Where are the highest and lowest salaries

According to the agency, the highest wages were recorded in the following regions:

  • 43,865 UAH – Kyiv city,
  • 28,598 UAH – Kyiv region.

In contrast, the lowest salaries were in the following regions:

  • 19,984 UAH – Chernivtsi region,
  • 19,996 UAH – Kirovohrad region.

Salaries in different sectors

The State Statistics Service reports that the level of salaries by type of economic activity is as follows:

  • highest – information and telecommunications: 76,905 UAH,
  • lowest – arts, sports, entertainment, and recreation: 17,828 UAH.

As of February 1, 2026, wage arrears amounted to 3.4 billion UAH.

It should be noted that the average salary of full-time employees in Ukraine in December 2025 increased by 13.8% compared to November and amounted to UAH 30,926.

Where does Ukraine rank: the highest and lowest salaries in Europe

In January 2026, Luxembourg recorded the highest minimum wage among European countries — €2,704 (UAH 135,200). Ireland (€2,391) and Germany (€2,343) were close behind the leader.

Ukraine ranked last in this rating with €173 (UAH 8,650) — the lowest not only among EU countries but also among candidate countries for EU membership.

The gap between Luxembourg and Ukraine is almost 16-fold.

Moldova (€319) and Albania (€517) have slightly higher figures.

The median minimum wage among EU countries in January 2026 was €1,345.9 (UAH 67,295) per month. If candidate countries are included in the calculation, the average drops to €1,147.3 (UAH 57,365).
