Ukraine changes curfew rules: what will be relaxed

From now on, Ukrainians will be able to move freely through the streets during curfew, but only to reach “Points of Invincibility.”

This was reported by "Komersant Ukrainian" with reference to the Telegram channel of Deputy Prime Minister and Minister of Energy of Ukraine Denys Shmyhal.

Shmyhal noted that due to Russia’s massive attacks on Ukraine’s energy sector, a state of emergency is in effect. This is necessary, first and foremost, to ensure maximum coordination of actions by all services in the capital, regions, and communities.

“As First Deputy Prime Minister and Minister of Energy, I have been entrusted with the authority to lead the work to eliminate the consequences,” the minister said.

According to him, there are a number of tasks defined jointly with the government:

  1. The work of the Headquarters for the Elimination of the Consequences of the Emergency in the Energy Sector and the Headquarters for the Elimination of the Consequences of the Emergency in the Electric Power Systems of Kyiv and the Kyiv Region is being intensified. The first meetings of both headquarters have already been held.
  2. The rules for citizens’ movement on the streets during curfew are changing. People will be able to move freely in order to reach “Points of Invincibility,” including at night.
  3. The government recommends that the NEURC review and simplify the connection of backup power equipment to the grid as soon as possible. Review and approval of the project in 2 days. Obtaining technical conditions – 2 days. Inspection and sealing of the metering unit also in 2 days.
  4. Backup equipment will be redistributed between regions, taking into account the criticality of needs for life support facilities.
  5. State-owned companies, primarily Ukrzaliznytsia and Naftogaz, must urgently ensure the purchase of imported electricity during the 2025/26 heating season in an amount of at least 50% of total consumption.

Curfew during an energy emergency

We would like to remind you that Ukrainian President Volodymyr Zelensky recently announced that curfew in some cities and communities of the country may be lifted due to the difficult situation following severe frosts and Russian strikes.

In addition, Zelensky said that due to Russian strikes on energy facilities, a decision was made to declare a state of emergency in the energy sector.

In turn, Minister of Community and Territorial Development of Ukraine Oleksiy Kuleba said that the curfew in Ukraine would not be lifted or revised. At the same time, according to him, exceptions are possible during prolonged heat or power outages.

As Prime Minister Yulia Svyrydenko noted, the curfew may be relaxed in areas where a state of emergency has been declared in the energy sector.
