Personnel changes at Ukroboronprom: Smetanin becomes acting director general

Former Minister of Strategic Industries Herman Smetanin has been appointed acting director general of Ukroboronprom. This was reported by the press service of Ukroboronprom, "Komersant Ukrainian" reports
This decision is due to the transfer of the concern’s CEO Oleh Hulyak to “another position in the state defense industry.”
The press service noted that the decision to appoint Herman Smetanin as acting CEO was made “based on a professional assessment of him as a specialist with deep experience in the defense industry, managerial competencies and a strategic vision for the development of the industry.”
The Supervisory Board also announced a competition for the position of the head of Ukroboronprom. Both Herman Smetanin and other candidates with relevant professional competencies will be able to participate in the competition on general terms.
The Ukrainian representative office of Odgers Berndtson, an international company specializing in recruiting senior executives, will select candidates and give them a preliminary assessment. Odgers Berndtson will start searching for candidates on July 28, 2025.
It should be noted that Oleh Hulyak was appointed Director General of Ukroboronprom in October 2024. He had been acting since September 2024 after the former head, Herman Smetanin, moved to the Cabinet of Ministers.
Smetanin headed the Ministry of Strategic Industries. However, the government recently abolished the ministry and assigned its functions to the Ministry of Defense.
