The government cancelled the booking for a betting company

The First Vice Prime Minister and Minister of Economy of Ukraine Yulia Sviridenko cancelled the order that, among other things, granted bookings to betting shop employees. The official wrote about this on Facebook, according to "Komersant Ukrainian"
Svyrydenko avoided mentioning that the reservation was granted to, among others, the Favbet bookmaker, calling the listed firms “some technology companies”.
“Given the public outcry, I am cancelling the booking order and will look into the situation and analyse the decision on each company separately. This situation has become an additional argument to speed up the work on updating the Cabinet of Ministers’ Resolution No. 76 to make it meet the requirements of the times and the needs of business,”
– the Minister wrote.
As a reminder, an order to book employees of six “critical” enterprises is being circulated online:
- Glovoapp Ukraine LLC (Glovo delivery);
- Favbet Tech LLC (a company with a similar name accepts bets on sports Favbet);
- SSM (advertising agency);
- Visa Ukraine LLC (business consulting services, owned by two American companies);
- AgriCheyne LLC (part of the Astarta agricultural holding);
- KORT LLC (development of electronic warfare systems and drones).
The Minister explained that the Ministry of Digital Transformation had recognised these companies as critical based on three out of seven criteria:
- no unified social contribution arrears
- salary level;
- residency in Diia.City.
However, despite the fact that the decision was completely legal, the Minister decided to cancel the order.
“We understand that booking specialists is a legitimate business right and an opportunity for the country to support our economy with taxes and fees in such a difficult time. But this issue should also not split society, especially in such a difficult time. We will update the resolution to find an optimal solution that will meet the needs of the military, but at the same time allow the economy to work,”

Criteria for enterprises critical to the economy
The Cabinet of Ministers Resolution No. 76 defines the criteria by which an enterprise is recognised as critical to the functioning of the economy and the livelihood of the population during a special period:
- the total amount of taxes paid exceeds the equivalent of EUR 1.5 million;
- the amount of foreign currency revenues exceeds the equivalent of EUR 32 million;
- the company is of strategic importance for the economy and security of the state according to the list;
- the enterprise is important for a sector of the national economy or for meeting the needs of the territorial community;
- no arrears in the payment of a single contribution to the obligatory state social insurance;
- the average salary of insured employees at the enterprise for the last calendar quarter is not less than the average salary in the region for the fourth quarter of 2021;
- the company is a resident of Diia City.
An enterprise is recognised as critical if it meets at least two criteria. Such enterprises can book 50% of their employees, or more “in case of a justified need”.
