Assets confiscated in favor of the state
The court decision states that a sanction was imposed on the Russian citizen under paragraph 1-1 of Part 1 of Article 4 of the Law of Ukraine “On Sanctions”.
“The court confiscated vehicles, real estate, corporate rights and funds belonging to the said person to the state,” the HACC said in an official statement.
The court also clarified that the decision has already entered into force and is not subject to further appeal.
Who exactly was sanctioned
According to Interfax-Ukraine, it is Oleksiy Popov, the founder of Yug Oil and Trans Oil 1 LLC, which are part of the Oil Transit group of companies.
The main activity of this group is fuel sales. The group owns a network of gas stations in Zaporizhzhia and Kherson regions, as well as an oil depot in Vinnytsia region.
According to the Ministry of Justice, Popov is a Russian citizen who remained in the TOT after the start of the full-scale invasion and continued his business activities.
The lawsuit states that Popov controls the Oil Transit gas station chain and cooperates with the occupation authorities through the Phoenix company, which provides fuel supplies to the TOT.

The ARMA (Asset Recovery and Management Agency) has already held a tender for the management of the confiscated Oil Transit oil depot in Vinnytsia region.
According to the results of the tender in the Prozorro system, Stroybudinvest Komplekt LLC became the winner.
