HACCU releases head of State Customs on bail of UAH 60 thousand

The High Anti-Corruption Court has imposed a bail of UAH 60,560 on the acting head of the State Customs Service, Serhiy Zvyagintsev. This was reported by the Specialized Anti-Corruption Prosecutor’s Office, according to [Kommersant]

“On January 10, the HACC investigating judge upheld the position of the SAPO prosecutor and imposed a measure of restraint in the form of bail in the amount of UAH 60,560 on the acting head of the State Customs Service, who is suspected of deliberately entering knowingly false information in the declaration of a person authorized to perform the functions of the state or local government under the Law of Ukraine “On Prevention of Corruption,” the HACC said in a statement.

The HACC noted that this is the maximum bail amount provided by law for this crime.

In addition, the court imposed the relevant procedural obligations on the suspect.

The official was charged with committing a crime under Part 2 of Article 366-2 of the Criminal Code of Ukraine.

Serhiy Zvyagintsev has been acting as the head of the State Customs Service of Ukraine since 2023.

What Zvyagintsev is suspected of

As reported by [Kommersant] acting head of the customs service Serhiy Zvyagintsev is suspected of making false declarations.

During the pre-trial investigation, investigators found that Zvyagintsev did not indicate in his declarations for 2021-2023 information about a 236.8-square-meter residential building and the land plot near Kyiv on which it is located. Instead, the house was registered in the name of a close relative of his wife, but in fact it was owned and managed by the official and his family.

It is currently known that the value of the real estate that Zvyagintsev did not declare reaches USD 100 thousand. The investigation in this case is ongoing. If the official’s guilt is proven, he faces up to 2 years in prison and a ban on holding certain positions for up to 3 years.

What is known about Zvyagintsev

Serhiy Zvyagintsev has been acting as the head of the State Customs Service since 2023. Prior to that, from January 2020, he headed the Department of State Supervision and Control over Safety on Sea and River Transport of the State Service of Sea and River Transport of Ukraine.

Since February 2020, he has been acting head of this agency, and since July 2020, he has been holding the position of head.

From 2001 to 2015, he worked at the Ministry of Economy of Ukraine. From 2001 to 2003, he worked as a leading specialist, and since 2003, he held senior positions as Head of the Department for Organizational Support of Foreign Economic Policy Development, Director of the Department for Regulation of Foreign Economic Activity, etc.
