Verkhovna Rada approves new Cabinet of Ministers: who joined the government

On July 17, the Verkhovna Rada of Ukraine voted in favor of Resolution No 13497, which approved the renewed composition of the government. Earlier on the same day, parliament supported the candidacy of Yuliya Sviridenko for the post of Ukrainian prime minister, "Komersant Ukrainian" reported.
The decision to appoint a new composition of the Cabinet was supported by 253 people’s deputies. Against voted 13, another 23 – abstained, and 26 – did not vote.
The new government included:
- Mikhail Fedorov – First Deputy Prime Minister – Minister of Digital Transformation;
In the new government, Fedorov retained his position as Minister of Digital Transformation, and at the same time became First Deputy Prime Minister replacing Yulia Sviridenko.
- Oleksiy Kuleba became Deputy Prime Minister for Ukraine’s Reconstruction – Minister of Community and Territory Development;
Oleksiy Kuleba became Deputy Prime Minister – Minister of Infrastructure Development and Territories.
He joined the Cabinet of Ministers only last year during the September “big reset”, where he took the position of Deputy Prime Minister for Restoration – Minister of Development of Communities and Territories. Before that, Kuleba worked as deputy head of the Office of the President.
- Taras Kachka – Deputy Prime Minister for European and Euro-Atlantic Integration;
The position of Deputy Prime Minister for European and Euro-Atlantic Integration passed to Taras Kachka from Olga Stefanyshina.
Since 2019, the official was Deputy Minister of Development of Economy, Trade and Agriculture of Ukraine. In the same year, he became the trade representative of Ukraine.
- German Galushchenko is the minister of justice;
From now on, Galushchenko will hold the position of Minister of Justice. From April 2021 until this appointment, he was Minister of Energy.
Before that, he worked in the Lviv prosecutor’s office, in the Ukrainian Foreign Ministry, and was Ukraine’s representative to the Council of Europe’s anti-corruption committee. He was also deputy head of the department of the Secretariat (Administration) of the President of Ukraine and director of the department of judicial work of the Ministry of Justice of Ukraine.
Galushchenko also worked at Energoatom, in particular, before his first ministerial post he was the company’s vice president.
- Svitlana Hrynchuk is the Minister of Energy;
Ukrainian politician, economist and civil servant.
Since September 5, 2024, she has been the Minister of Environmental Protection and Natural Resources of Ukraine. And since July 17, 2025, she joined the new government as Minister of Energy.
- Matvei Bedny is the Minister of Youth and Sports;
Acting (November 9, 2023), full minister (September 5, 2024). Appointed by the Rada by 239 votes.
- Natalia Kalmykova – Minister of Veterans’ Affairs;
In 2018-2024 she worked at the AP and was the director of the Ukrainian Veterans Fund. Since September 5, 2024, she has been the Minister of Veterans Affairs
- Ihor Klymenko – Minister of Internal Affairs;
Ukrainian statesman and law enforcement officer, current Minister of Internal Affairs of Ukraine (appointed on February 7, 2023 after the death of the previous minister), 1st rank police general and Doctor of Psychological Sciences.
- Oksen Lisovoy is the Minister of Education and Science;
From 2010 to 2023 – Director of the National Center “Small Academy of Sciences of Ukraine”. Since March 21, 2023 – Minister of Education and Science of Ukraine.
- Viktor Lyashko – Minister of Health;
Since 2018 – Chief State Sanitary Doctor. Since May 20, 2021 – Minister of Health of Ukraine
- Serhiy Marchenko – Minister of Finance;
Worked as Deputy Minister of Finance (2016-2018), then in the Presidential Administration. Since March 2020 – Minister of Finance of Ukraine
- Oleksiy Sobolev – Minister of Economy, Environment and Agriculture;
Worked at Dragon Asset, Transparency International, Prozorro.Sale. From July 2, 2024 – Minister of Economy, Environment and Agriculture (previously – First Deputy)
- Denis Ulyutin – Minister of Social Policy, Family and Unity.
He has more than 20 years of civil service: he worked in the State Tax Service, the Prime Minister’s Office, the patronage service of the Ministry of Finance, the Cabinet Secretariat. From April 2020 – First Deputy Minister of Finance, from July 17, 2025 – Minister of Social Policy, Family and Unity of Ukraine
At the same time, the vote for the candidates for the Minister of Defense and the Minister of Foreign Affairs was held separately.
Therefore, the Rada appointed Andriy Sibiga, who had previously held the relevant position, as Ukrainian Foreign Minister, MP Yaroslav Zheleznyak said .
Sibiga’s appointment was supported by 271 MPs.
