Veterans’ spaces and subsidies for communities: what will change in 2026

The Ukrainian government has announced the launch and expansion of a number of programs aimed at employment, housing, and entrepreneurship for veterans.

Prime Minister Yulia Svyrydenko stressed that the experience and skills of veterans are “valuable human capital for the state” and that reintegration policy should go beyond social benefits, according to "Komersant Ukrainian".

According to the head of government, the state is forming a comprehensive system of support for returning to civilian life — from retraining and employment to housing solutions and community development.

Veterans in the labor market: what the numbers show

According to government data:

  • more than 50% of veterans who found employment returned to their previous jobs;
  • about 12,000 work as sole proprietors;
  • more than 30,000 have found new jobs.

The government emphasizes that the goal of the policy is not only to guarantee benefits, but also to provide real career choices in the public and private sectors.

The Veteran.Work program: focus on post-service adaptation

The Cabinet of Ministers has approved the state program “Veteran.Work” for 2026–2027. It covers:

  • professional adaptation and retraining;
  • support during employment;
  • development of career opportunities after service.

The key tool of the program is the digital platform “Veteran’s Career, which already has:

  • over 65,000 vacancies;
  • more than 3,000 registered veterans;
  • nearly 1,000 employers.

The platform aims to transform military experience into civilian skills and bridge the gap between business needs and veterans’ capabilities.

Housing: expansion of rent compensation

The government has also expanded the rental compensation program for veterans. It now covers:

  • defenders whose homes have been destroyed or damaged in temporarily occupied territories;
  • veterans who are internally displaced persons and do not have their own housing;
  • persons released from captivity if their housing remains in the occupied territory of the Russian Federation.

Applications can be submitted through the Administrative Services Center or veteran policy departments at the place of residence.

Veteran spaces: betting on communities

In 2026, the state will launch a subsidy program for communities to create veteran spaces. Fifteen communities will receive funding.

These are barrier-free centers where veterans and their families will be able to receive the following in one place:

  • consultations;
  • administrative and social services;
  • support in returning to active life in the community.

Entrepreneurship: special status for veterans

Another element of the policy will be a special status for veteran entrepreneurs. This should open up access to:

  • special financial support programs;
  • grants;
  • preferential business development tools.

The government has promised to publish the mechanism for obtaining this status through the Ministry of Veterans Affairs.

According to government estimates, the issue of veterans’ return to civilian life is becoming one of the key socio-economic challenges of the coming years. The successful integration of veterans directly affects:

  • the labor market;
  • community stability;
  • trust in state institutions;
  • post-war economic recovery.
