From reports to arrests: how fake documents led to suspicions in the case of a school in Kyiv region

Prosecutors have served notice of suspicion to six participants in a corruption scheme who, according to the investigation, misappropriated millions of budget hryvnias allocated for the construction of a kindergarten in the village of Bobrytsia, Kyiv region.
The case is called indicative because it concerns a social infrastructure facility that should have been one of the priorities during martial law. This was reported by the Office of the Prosecutor General, "Komersant Ukrainian" reports.
What the investigation found out
According to the Office of the Prosecutor General, officials of the Department of Regional Development of the Kyiv Regional State Administration, together with the heads of contractors, entered false information into the acts of work performed. The documents indicated work that had not actually been performed, which allowed them to transfer budget funds to contractors’ accounts without any grounds.
After that, according to law enforcement, the money was converted into cash and distributed among the participants in the scheme. The total amount of possible losses to the state is over UAH 4.5 million.
Who was served with a notice of suspicion
Suspicions were served to:
- two officials of the Kyiv Regional Military Administration;
- two directors of contracting companies;
- two employees of the same organizations.
They are charged with misappropriation of budget funds on a particularly large scale. Prosecutors are already preparing a motion to impose a preventive measure, the PGO noted.
The investigation is ongoing, and if proven guilty, the defendants may face long-term imprisonment. The prosecutor’s office notes that in times of war and budget deficit, embezzlement of funds intended for social facilities is a particularly socially dangerous crime.
