From the secondary market to new construction: how the structure of eOselya mortgages has changed

The share of apartments in new buildings within the portfolio of the state mortgage program “YeOselya” nearly doubled in 2025.

This was reported by Yevhen Metzger, chairman of the board of Ukrfinzhytlo, in an interview with Interfax-Ukraine, according to "Komersant Ukrainian".

According to him, while the share of housing in the primary market was 33% in 2024, it rose to 63% in 2025 and had already reached 65% by early 2026.

Developers are joining the program more actively

According to Metzger, developers’ interest in participating in the program has grown rapidly.

  • In the first three quarters of 2025, 57 residential projects joined the program;
  • in the fourth quarter alone—another 50;
  • in the first quarter of 2026, about 25 new projects are expected to join.

This indicates active participation by developers in the state mortgage program.

Additional benefits for displaced persons

The program’s momentum was also influenced by the expansion of support for:

  • internally displaced persons (IDPs);
  • citizens registered in frontline regions.

The changes are provided for by a government resolution that took effect on September 10, 2025.

The support mechanism includes:

  • compensation of up to 70% of the down payment on a mortgage (but not more than 30% of the home’s value);
  • compensation of up to 70% of monthly payments during the first year of the loan;
  • reimbursement of related expenses—up to 40,000 UAH for fees and insurance.

The maximum value of a home that can be purchased under this program is 2 million UAH.

How many Ukrainians have already taken advantage of the program

According to the head of Ukrfinzhytlo, 354 mortgage agreements have already been signed under the new support mechanism.

In total, since the program began:

  • 1,643 internally displaced persons have been able to purchase their own homes;
  • partner banks have issued 42.8 billion UAH in loans;
  • 24,600 Ukrainian families have purchased homes.

The housing shortage remains enormous

Despite the revival of the mortgage market, the need for housing in Ukraine remains very high.

According to estimates by Ukrfinzhytlo, the housing shortage amounts to approximately 600 million square meters, which is equivalent to about 24 trillion hryvnias.

New opportunities for military personnel

Since the beginning of 2026, the eOselya program has been further expanded. In particular, mobilized military personnel have been granted the right to apply for a preferential mortgage at 3% per annum.
