Kucherenko: Kudrytskyi should bear full responsibility for failed shelters built at Ukrenergo facilities

The responsibility for the failure to build shelters at Ukrenergo’s facilities lies not only with the Restoration Agency headed by Mustafa Nayyem, but also with the energy company’s management. This was stated in an interview with the YouTube channel
According to him, the Accounting Chamber conducted an audit of the shelter program implemented by Nayem.
“This is an audit of Nayem’s agency (ex-head of the Recovery Agency – ed.), but at the facilities of Kudrytskyi (ex-head of Ukrenergo – ed.). He had to know absolutely everything, as the first person in charge of the state-owned strategic energy company – about estimates, deadlines, projects, and delays. He simply had to, because everything happened at his facilities,” the MP said.
According to Kucherenko, this is a large-scale program for the construction of second- and third-level shelters, which involved several structures at once.
“22 facilities were built by Nayem, and second- and third-level structures were erected at 22 facilities. “Ukrenergo was building about 80 facilities, half of which were in the first stage – about 40. Now I can say that it has failed both there and there. The extent of the failure is a separate issue,” the MP explained.
When asked by a journalist whether these shelters were supposed to protect against drones, Kucherenko clarified that the third level was built with an eye toward missile attacks. At the same time, he said, this decision was a strategic mistake.
“The third level was supposed to protect against missiles. But now it has become absolutely clear that it was a gamble. It was a wrong management decision, enormous in its cost, scope and organization of work. We should not have started this third level at all. Or, for example, we could have taken 1-2 key facilities, perhaps it could have been Kyiv CHPPs, given their social and political importance. But it was a gamble to pull 22 facilities at the same time,” he said.
Kucherenko emphasized that the financing of these projects was not guaranteed, and a significant part of the funds actually “went into the ground.”
“In the beginning, there was money. And then, I think, we hoped that our overseas partners would give a lot of money for this. And, accordingly, we started building 22 third-stage facilities at once.
Not a single facility has been completed, the money is buried, everything is frozen. I guarantee you that the estimates are overestimated by two or three times. But this must be proved by an expert examination,” Kucherenko summarized.
