Well-known journalist publishes Russian version of “peace plan”: details

Journalist Dmitriy Gordon published on his social media pages the so-called Russian version of the peace plan, which Russia handed over to the United States, reports "Komersant Ukrainian"
According to the journalist, he received the insight from sources associated with one of the Western intelligence agencies. Gordon claims that the plan was brought to Washington by Russian Interior Minister Vladimir Kolokoltsev.
emphasises that the information from Gordon may not be true. At the same time, it may be part of targeted information operations by either side.
Main points of the Russian “peace plan” according to Dmitry Gordon
- Ukraine must completely withdraw from Donetsk and Luhansk regions. These regions cannot be transferred under Ukrainian control because, as the occupiers put it, “this will cause genocide of the population of these territories, one third of which took part in hostilities against Ukraine”.
- Russia is transferring Zaporizhzhia NPP and Enerhodar to Ukraine, as well as control over the 100-kilometre demilitarised zone along the Dnipro River to the Black Sea.
- Ukraine should assume legally binding international guarantees not to cut off water supplies to Crimea.
- Ukraine should enshrine in the Constitution its non-aligned status and not join either NATO or any other newly formed alliance.
- Ukraine should enshrine in the Constitution the concept of a peacetime army of 350,000 personnel and have a specific, legally enshrined, limited list of weapons (in particular, according to the Kremlin, Ukraine cannot have more than 125 combat aircraft).
- The Intermediate-Range Nuclear Forces Treaty, which Ukraine is to sign, should be revived.
- Crimea is defined as a “special demilitarised administrative territory with dual subordination to Ukraine and Russia”.
- The US and its allies should lift sanctions related to the supply of high technology and hi-tech goods to Russia, as well as the oil and gas complex and banking system.
- Russia is ready to discuss the possible transfer of the entire territory of Kherson and Zaporizhzhya regions under Ukrainian control.
- Russia does not object to Ukraine’s accession to the EU.
- A ceasefire on the line of contact should be introduced immediately after the start of negotiations on a truce in the format of Russia-US-China-EU-Ukraine.
“Peace formula”
Ukraine has its own peace plan, known as the Zelenskyy Peace Formula. The president announced it to the G7 leaders on 11 October 2022.
It includes 10 points:
- Radiation and nuclear safety.
- Food security.
- Energy security.
- Release of all prisoners and deportees.
- Implementation of the UN Charter, restoration of Ukraine’s territorial integrity and world order.
- Withdrawal of Russian troops from Ukraine and cessation of hostilities.
- Return of justice.
- Countering ecocide.
- Preventing escalation.
- Fixing the end of the war.
The UN General Assembly adopted a resolution with the Ukrainian peace formula in 2023, on the eve of the first anniversary of Russia’s full-scale invasion. Seven states voted against it: Russia, Belarus, North Korea, Syria, Eritrea, Mali, and Nicaragua. The abstentions included China, India, Iran, Kazakhstan, Pakistan, and Armenia. Russian Foreign Minister Sergey Lavrov said that Russia would not negotiate on the basis of Zelenskyy’s “peace formula”.
