“Business trip” on vacation: the court sent a top KCSA official under round-the-clock arrest

A preventive measure of round-the-clock house arrest was imposed on the chief of staff of the Kyiv City State Administration. The court also suspended the official from work. The ruling is valid until November 28.

According to the prosecutor’s office, the official organized trips to Spain and Italy under the guise of business trips, using forged documents, "Komersant Ukrainian" reports.

What is he suspected of?

The investigation believes that in 2023 Zahumennyi visited Barcelona, and in 2024 – Florence. To do this, he submitted fake invitation letters to allegedly official conferences. In fact, according to the prosecutor’s office, these were private trips.

The official is charged with several articles of the Criminal Code:

  • forgery of official documents (Part 3 of Article 358),
  • use of a knowingly forged document (Part 4 of Article 358),
  • forgery in office (part 1 of Article 366).

What the official says

After being notified of the suspicion, Dmytro Zahumennyi stated that all his business trips were “exclusively of an official nature.” He emphasized that he was ready to cooperate with the investigation.

The story caused a wide response, as it involved a high-ranking official responsible for the work of the KCSA apparatus.

The case shows the gaps in control over officials’ travels abroad during martial law.

Only a few days ago, the police officially notified him of the suspicion, after which the court imposed a preventive measure.

What’s next

The investigation is ongoing. If the official is proven guilty, he could face several years in prison and a ban on holding leadership positions.
