Starting today, drivers will cross the border in a new way: what is a “single window”?

On September 10, Ukraine changed the rules for drivers and carriers to travel abroad. The innovations concern international transportation of passengers and cargo. This was reported by "Komersant Ukrainian" with reference to the Ministry of Community and Territorial Development.

Thus, eCheckout has become a “single window” for filling in information for commercial vehicle drivers.

“Starting from 8:00 a.m. on September 10, the eChezha system will operate as a single window. That is, the carrier or driver will fill in the data once, when booking a place in the online queue for crossing the border,” the statement said.

What has changed

  • Drivers and carriers no longer need to apply to the “18-60” module (known as “Way”).
  • From now on, eCheck will work as a single window where data is entered only once – when booking a place to cross the border.

How will drivers be checked?

  • Information about drivers will be automatically checked by the State Border Guard Service of Ukraine based on eCheck.
  • The eCheck system synchronizes information with the Unified Complex of Information Systems of the State Border Guard Service of Ukraine.

Who will be able to leave?

Only drivers who are

  • are registered in the carrier’s electronic cabinet in the UICIS of Ukrtransbezpeky;
  • have up-to-date passport data that matches their international passport;
  • use the passport that is entered in the eCheck and the UEIS of the State Service of Ukraine for Transport Safety.

What carriers should check

  • Check the relevance and accuracy of driver data in the ECIS;
  • If a driver is dismissed, be sure to check whether he or she has an active queue in the eCheck;
  • If there is, first replace the driver in the eChecklist, then put the date of his dismissal in the ECIS.
  • This solution is part of the digital services upgrade that simplifies logistics and reduces the bureaucratic burden for businesses.

The Ministry notes that the new approach simplifies logistics and reduces the bureaucratic burden for businesses by combining several procedures into one digital platform.

Additional rules

The eCheckout system has a priority for certain categories of cargo:

  • perishable goods
  • products of companies with the status of Authorized Economic Operator (AEO);
  • trucks with a transit declaration (T1) or TIR carnet (Carnet TIR).

The “Shlyakh” system was introduced at the beginning of the full-scale war to control the departure of conscripted drivers and prevent abuse.

  • “eCherzha has been in operation since 2022 and is gradually covering all checkpoints for trucks and buses.
  • In August 2025, the government has already updated the registration rules to prioritize the transportation of critical goods.
  • According to the Ministry of Infrastructure, hundreds of thousands of shipments have already passed through eCheck, and the system has significantly reduced chaotic queues at the border.
