Deferment from mobilization will be available through the ASC

Starting November 1, a new digital procedure for applying for deferments from mobilization will be launched in Ukraine. In particular, the procedure will now be available through the ASC. This was announced by Defense Minister Denys Shmyhal, "Komersant Ukrainian" reports
“The goal is to make the process as transparent as possible and remove unnecessary burden from the CCC and JVs so that they can focus on mobilization tasks. Most deferrals can now be applied to the Reserve or to the ASCs,” the statement said.
The relevant amendments to the regulations were made by the Government of Ukraine at the request of the Ministry of Defense.
It is noted that the deferrals, the grounds for which are reflected in the state registers, will be extended automatically. More than 600 thousand deferrals will be extended without additional actions of citizens and queues in the TCC.
The most common types of deferrals can be applied for online through the “Reserve” application. There are already 9 types, and two more will be added in November.
For the rest of the categories and those who do not use a smartphone or have paper documents, deferral is available at the ASC. Paper certificates of deferral with a wet stamp will be replaced by an electronic document in “Reserve” or a printed copy of it. Denys Shmyhal notes that the new procedure for issuing and extending deferrals will come into effect on November 1, 2025.
on August 5, a new service for users was introduced in the Reserve application. Now, citizens whose spouses have a disability of group I or II can apply for a deferral from mobilization online.
Now, people with disabilities, students, postgraduates, parents of three or more children born in the same marriage, families of defenders with a child, husbands or wives of people with disabilities, people with temporary disability, employees of higher and vocational education institutions can apply for a deferment through the app.

As we wrote earlier, the Reserve app now offers the possibility to pay a fine for another violation of the rules/order of military registration – failure to register for military registration at a new address after changing your place of residence.
