Military calls: 4 valid reasons for not appearing in the MCC

There are 4 valid reasons for failure to appear at the territorial recruitment and social support centres. They must be documented. This was reported by "Komersant Ukrainian" with reference to the website of the Ministry of Defence on mobilisation.

Summonses are issued for:

  • registration for military service;
  • undergoing a medical examination to determine fitness for military service;
  • clarification of personal data, military registration document data with the military registration data of the Unified State Register of Conscripts, Persons Liable for Military Service, and Reservists Oberih;
  • call-up for military service during mobilisation and dispatch to places of military service.

Who and where can serve a summons?

The summons may be served by:

  • authorised representatives of the CCC and JCC;
  • representatives of district and city state administrations (military administrations)
  • representatives of local self-government bodies;
  • employers.

The authorised persons have the right to serve the summons both at the place of residence and in any public or workplace.

Valid reasons for failure to arrive at the TCC and JV within the time limit specified in the summons are

  • an obstacle of a natural nature;
  • illness of a citizen;
  • military operations in the relevant territory and their consequences or other circumstances that deprived him/her of the opportunity to personally arrive at the specified place and time;
  • death of a close relative (parents, spouse, child, siblings, grandparents) or a close relative of the spouse.

In case of non-arrival, the citizen is obliged to notify the TCC and the JV of the reasons as soon as possible, but no later than three days. After that, he or she must report to the TCC and JV within 7 calendar days.

The reasons for the failure to appear must be confirmed by documents of the relevant authorised state bodies, institutions and organisations (state and municipal).

Failure to appear at the TCC and JV will result in administrative and criminal liability.

It should be noted that the updated law on mobilisation came into force on 18 May. All men aged 18-60 must update their registration details within 60 days – until 16 July inclusive.
