Military registration in Ukraine: the Ministry of Defence explains innovations

The Ministry of Defence has clarified the updated rules for keeping military records in Ukraine and the requirements for military registration documents, which came into force on 16 May 2024. This was reported by "Komersant Ukrainian" with reference to information published by the ministry.

Thus, the Ministry of Defence reminded that a separate entry number in the Oberig register is mandatory for Ukrainian men who are registered for military service.

Barcodes are mandatory when a new military registration document is issued at a territorial acquisition centre (TAC) in accordance with the Cabinet of Ministers’ resolution of 16 May 2024. At the same time, it will not be required from men and women who update their personal data through the TCC without issuing a new military registration document, or through the Administrative Services Centre or the Reserve mobile application.

The barcode itself is necessary for the registration of a citizen in the register and automatic reading of data in the TCC instead of manual input.

In addition, Ukrainians were reminded that all military registration documents issued before 18 June 2024 remain valid. These include:

  • military ID card;
  • temporary certificate of a person liable for military service;
  • certificate of registration with a military station;
  • conscript’s certificate.

At the same time, the following are considered invalid:

  • certificates and service cards issued in lieu of military cards;
  • a military registration document in which the information and marks on registration/removal from military registration do not correspond to the data in the Oberig register.

A military registration document is issued in two forms:

  • electronic. It is generated using the Electronic Office of the person liable for military service, the State Web Portal of Electronic Public Services in the field of national security and defence and the Diia portal, including the use of a mobile application;
  • paper. On a form approved by the Cabinet of Ministers of Ukraine on 16 May 2024.

The Ministry of Defence emphasises that both documents have the same legal force.

The ministry also reiterated that men over the age of 60 (and the age limit for generals is 65) are not subject to registration. By the way, so are those Ukrainians who have been declared unfit for military service.

Men and women were also warned that updating their personal data at the Administrative Services Centre does not relieve them of the obligation to have and carry a military registration document. But the extract from the Centre for Administrative Services is a direct confirmation of the data update. The Ministry of Defence also reminded that it does not replace the wearing of a military registration document before the QR code is generated.

As a general rule, it is necessary to be registered with the military enlistment office at the registered place of residence. Exceptions are provided for:

  • internal migrants who are registered at the place of registration as IDPs;
  • citizens from the occupied territories who have not been granted IDP status. They are registered at their actual place of residence;
  • men and women who were called up for military service through a military enlistment office in another city/district/region.

Ukrainians were also reminded of the fines that await them in case of violation of the rules of military registration.

Thus, for the loss of a military registration document, you will have to pay from 50 to 100 tax-free minimum incomes. This means that a person will have to pay a fine in the amount of UAH 850 to UAH 1,700. The payment details will be provided by the TCC staff, and the money will be transferred to the state budget.

In addition, there are also fines for violating the rules of military registration during martial law in Ukraine. We are talking about amounts ranging from 1000 to 1500 tax-free minimum incomes (about UAH 17,000 and 25,500, respectively).
