The owner is a resident of the Russian Federation: NBU withdraws popular payment system from the market

On Friday, 19 July, the National Bank of Ukraine issued an order to withdraw the Diamond Pay payment system from the market. This was written by journalist Yevhen Plinsky on his Telegram channel, reports [Kommersant].
“A few hours ago, the regulator issued an order signed by Deputy Chairman of the NBU Dmytro Oliynyk, which removed the Diamond Pay payment system from the market,” Plinsky wrote.
According to the journalist, the NBU’s decision was based on information that the owner of Diamond Pay LLC, a member of the Visa and MasterCard international payment systems, is a tax resident and citizen of the Russian Federation.
“This payment system is expected to be deprived of its licence next week. And not only this one. We will disclose the details of this monopolist and its owners later, because in addition to the participation of Russians, this payment system serviced all the schemes of Russian online casinos, was engaged in money laundering, and participated in conversion operations,” the journalist shared the details.
What is the NBU’s order about?
The order of the national regulator states the following:
- Terminate the provision of international payment system services within the period specified in the notice;
- Notify no later than the next business day other resident legal entities (except for traders) with whom agreements have been concluded on the provision of services of the relevant international payment system by these persons of the need to terminate the provision of such services within the period specified in the notice.
