Own kindergarten in Zakarpattia: how the Land Bank helps to realize this and other dreams

“The State Land Bank has just put up for auction state agricultural land for growing perennial crops with a sublease term of 25 years. This was reported by the State Property Fund, "Komersant Ukrainian" reports.

Plots for gardening will be available for use in 10 regions of the country. And, as the Minister of Agrarian Policy and Food of Ukraine Vitaliy Koval explained, they are offered specifically for growing gardens, berries, nuts and other niche crops.

What is offered to farmers?

In total, the first pool will include 60 land plots with a total area of 803.7 hectares for long-term sublease.

The first three plots are already available for sublease in the Zhytomyr region, in the Korosten district. Their areas range from 4.2 to 33 hectares. The average starting price is UAH 2000 per hectare.

The largest number of land plots – 37 – will be presented in Zakarpattia, with a total area of 252 hectares.

The smallest plot of 0.14 hectares is located in Dnipropetrovska oblast and is intended for gardening. The largest one, with an area of 91 hectares, is located in Mykolaiv region.

“The plots for perennial plantations put up for auction have an average area of 8 to 15 hectares. Such land sizes are optimal for growing gardens, berry orchards, nuts or other niche crops. Their starting price, as is the case for most state-owned agricultural land, is 12% of the normative monetary value. However, we will find out the real market value of plots for perennial plantations during the bidding process,” said Yaroslav Yaroslavsky, CEO of the State Land Bank.

Who can participate in the auctions and how

Both individuals and legal entities can participate in the auctions.

To do this, they need to select a lot on the map, register on one of the electronic platforms connected to the Prozorro.Sale system, submit an application, upload the required documents through the electronic cabinet and pay the registration and guarantee fees.

And then – to participate in the auction by offering the winning bid, pass the qualification process, enter into an agreement based on the results of the auction, pay the sublease fee for the first year and use the land.

You can get land for use not only for a kindergarten

In April, the Land Bank also launched auctions for sublease of pastures and hayfields for livestock development.

Within the first pool of the Land Bank, the following were put up for auction: 7,475 hectares of pastures and 2,706 hectares of hayfields. All plots are subleased for 14 years.

The plots are available for sublease in the following regions: Zakarpattia, Kharkiv, Khmelnytskyi, Sumy, Poltava, Mykolaiv, Kyiv, Zhytomyr and Dnipro regions.

The largest areas of pastures are in Mykolaiv region (1,848 hectares) and Kharkiv region (1,619 hectares). At the same time, most hayfields are offered in Poltava (531.15 hectares) and Sumy (467.96 hectares) regions.

How actively is state land leased?

“During the first six months of its existence, the Land Bank leased 20,521 hectares of land at an average rate of UAH 28,500 per hectare. This was announced by the head of this state-owned company, Yaroslav Yaroslavsky.

Since October 1, 2024, thanks to the Land Bank, the state has received UAH 584.9 million from new private land users. A total of 35,235 hectares of land were put up for tender, 58% of which were successful: the plots were allocated to new users who paid the rent.

The leaders in terms of average rental price are the following regions:

Ivano-Frankivsk – 47,559 UAH/ha,

Poltava – 41 012 UAH/ha,

Kirovograd – 39 548 UAH/ha,

Cherkasy – 39 467 UAH/ha,

Vinnytsia – 39 268 UAH/ha.

The lowest rent is in Zakarpattia region, where, after tenders, UAH 3,496 is paid for renting a hectare of state land.

According to the results of the tenders held under the Land Bank project, 73% of the winners are farmers and farms with no more than 50 employees.

What land assets does the state own?

As of the first half of last year, the total amount of state land amounted to 806 thousand hectares. Of these:

– 386 thousand hectares were managed by the State Property Fund;

– 277 thousand hectares – in the National Academy of Agrarian Sciences;

– 99.2 thousand hectares in the Ministry of Justice.

More than 40 thousand hectares are in other ministries.
