A first in SAP practice. The defendant agreed to a plea bargain with the investigation and received a real prison sentence. Details of the case

On March 10, 2026, the High Anti-Corruption Court approved a plea agreement between the SAPO prosecutor and the former acting head of one of the Central Territorial Administrations of the Ministry of Defense of Ukraine. This is the first agreement in SAPO practice under which the court has imposed a real punishment — four years’ imprisonment. This was reported by the SAP, according to "Komersant Ukrainian".
According to the investigation, the official was caught requesting and receiving illegal benefits on an especially large scale. In exchange for these funds, he was supposed to facilitate the development of a land plot allocated for the construction of housing for military personnel and their families.
There were two similar schemes. For $1–1.3 million, the official was supposed to ensure the victory of a predetermined participant in a competition for the development of a land plot in the Svyatoshinsky district of Kyiv, according to the SAP.
In accordance with the agreement, the court found the person guilty of committing a crime under Part 4 of Article 368 of the Criminal Code of Ukraine and sentenced him to four years’ imprisonment with confiscation of all his property.
The court also deprived him of the right to hold positions in state authorities and state-owned or municipal enterprises related to organizational, managerial, or administrative and economic functions for a period of two years.
Until the verdict comes into force, the court left the preventive measure in the form of detention in custody.
