For the first time in the world: Albania appoints minister created by AI

Albania has made history by becoming the first country in the world to introduce a minister created by artificial intelligence into the government. The virtual official, named Diella, will be responsible for public procurement and monitoring the transparency of tender procedures. This is reported by Politico, "Komersant Ukrainian" informs

Virtual minister in the government

Albanian Prime Minister Edi Rama announced the appointment on September 11 during the Socialist Party congress in Tirana. He introduced Diella as “the first member of the government who does not physically exist but is created by artificial intelligence.”

According to Rama, it is Diella who will make decisions on public tenders. The politician emphasized that this step should make the procurement system “100% non-corrupt and completely transparent.”

Who is Diella?

The name of the virtual minister means “sunshine” in Albanian.

Albanian citizens are already familiar with Diella: she works on the e-Albania platform, which provides online access to most public services. The virtual minister has an avatar – an image of a young woman in traditional national dress.

Diella’s functionality goes beyond analyzing tenders: it will also be able to engage specialists from different countries. This, according to the Albanian prime minister, will help “overcome prejudice and rigidity of the bureaucracy.”

Why it is important for Albania

Albania has been fighting corruption for years, especially in public procurement. This problem is regularly noted in the EU’s annual reports on the rule of law. The authorities hope that the digital minister will become a symbol of reforms and increase trust in the government.

Rama calls the appointment of the virtual minister part of broader reforms to help the country join the EU by 2030.

In May 2025, Edi Rama won a historic fourth mandate as prime minister, and the fight against corruption and European integration became key points of his program.
