IDPs have been granted the right to receive a subsidy: how to do it

As part of the Winter Support initiative, the Cabinet of Ministers has introduced a subsidy for renting housing for internally displaced persons. This was announced by Prime Minister of Ukraine Denys Shmyhal at a government retreat on December 27, [ komersant] reports.
This program will be launched in January next year.
“We understand the difficulties faced by people who have fled their homes. IDPs who spend more than 20% of their income on rent will be able to apply for a subsidy, and the government will partially compensate them for these expenses,” Shmygal said.
The Prime Minister added that the state will also compensate landlords for a part of their income taxes if they rent an apartment or house to internally displaced persons officially under a contract.
The rental subsidy for IDPs will now be available in all regions.

How to apply for a subsidy in Ukraine
Ahousing subsidy is a targeted state social assistance to people who cannot pay for housing and communal services on their own: to pay for the costs of managing an apartment building, utilities, purchasing liquefied gas or solid and liquid household stove fuel.
The subsidy is intended for people whose income does not allow them to pay for housing and communal services on their own. These can be citizens of Ukraine, as well as foreigners or stateless persons legally residing in Ukraine and living in apartment buildings or private houses.
What services are covered by the housing subsidy?
- installation, maintenance and replacement of commercial metering units,
- for subscription services for consumers of utilities provided in apartment buildings under individual contracts;
- for the management of an apartment building;
- for the supply and distribution of natural gas, electricity, heat, hot water, centralized water supply and sewerage, and household waste management;
- for the purchase of liquefied gas, solid and liquid household stove fuel.
How long does the subsidy last?
The housing subsidy for housing and communal services is granted from the month of application until the end of the heating season – April 30.
The subsidy for the purchase of solid fuel and liquefied gas is granted from the month of application until the end of the calendar year, December 31.
Today in Ukraine, there are two ways to apply for a subsidy – online on the Diia portal and offline at the social security authorities at the place of registration.

How to apply for a subsidy online
- Go to the service page on the Diia unified portal of public services.
- Register or log in to the citizen’s account using an electronic signature or BankID.
- In the “Services” menu, find the “Application for a subsidy” service.
- Check the accuracy of your data in the user profile and update it if necessary.
- Provide truthful answers to the questions in the questionnaire; indicate whether you are married; add the address where the subsidy will be received; provide information about arrears in payment for utility services (if any).
- Select whether you want to receive a subsidy for housing and utilities. If yes, select the necessary services from the list of available services and fill in the fields for each of them.
- Indicate whether you would like to receive a subsidy for the payment of contributions. If yes, select the required contributions from the list of available contributions and fill in the fields for each of them.
- Indicate whether you need a subsidy for the purchase of liquefied gas, solid and liquid household stove fuel.
- Indicate whether only disabled persons live at the address where the subsidy is to be received.
- Choose the method of receiving the subsidy. Funds can be transferred to a bank card or can be received through a national postal operator.
- Indicate whether you have separate personal accounts in the specified housing.
- Fill in information about the characteristics of the dwelling or house.
- Select household characteristics from the list of available ones.
- Indicate whether other persons live at the specified household address.
- Fill in the income information.
- Provide information about the availability of vehicles.
- Fill in the data on purchased property and paid services.
- Provide information about the currency purchased.
- Provide information on whether the applicant for the subsidy has deposit accounts with an amount exceeding UAH 100 thousand.
- Fill in the information on the availability and payment of alimony.
- Provide information on the availability of real estate.
- Upload the necessary copies of documents to receive the subsidy.

How to apply for a subsidy offline
To apply for a subsidy offline, a person must apply to the social protection authority at the place of registration (actual residence).
To apply for a subsidy offline, you must submit
- an application for the appointment and provision of a housing subsidy;
- a declaration of income and expenses of persons applying for a housing subsidy.
You can also submit
- a housing lease agreement;
- income certificates, which are not available in the State Fiscal Service of Ukraine or the Pension Fund;
- other documents necessary for consideration of the issue on the merits. For example, these may include documents confirming that the person does not live at the place of registration;
- certificates confirming the person’s place of residence in the territory of another administrative-territorial unit in connection with work, treatment, study, long-term business trip, serving a sentence, including documents legalized in Ukraine on the acquisition of insurance experience in another country
- certificates of payment for housing and communal services in another residential premises;
- certificates of inspection of material and living conditions of the household by the settlement, village or city council;
- rental agreements for housing in another place.
