“All those who are fit have been sent to the front line”: what is happening to the TCC staff

Since the fall of 2024, there have been significant changes in the composition of territorial recruitment and social support centers throughout Ukraine – most of the employees of the TSC and JV were sent to the front. This was reported by the Land Forces Command of the Armed Forces of Ukraine in response to a request from the Glavkom, "Komersant Ukrainian" reports.

According to the data provided to the publication, about 70% of servicemen who do not have health restrictions were transferred from the TCC to combat units in 2024-2025. This information was confirmed by Colonel Vitaliy Tkachenko, Head of the Personnel Department of the Headquarters of the Land Forces Command of the Armed Forces of Ukraine.

The press service of the Armed Forces noted that the specific number of servicemen in the training centers cannot be made public, so the data is provided as a percentage.

“Almost everyone from the TCC who is fit has been sent to the front line,”

– commented a source at the Land Forces headquarters.

In general, according to the Land Forces Command, approximately half of the staff of the TCC is currently composed of servicemen who were injured or contused at the front.

Violation of citizens’ rights by TCC employees

Ukrainians have begun to apply to the Ombudsman’s Office more often because of violations of their rights by the CCC staff. According to Dmytro Lubinets, the Ukrainian Parliamentary Commissioner for Human Rights, such violations have become widespread and systemic.

Mr. Lubinets identified two main categories of problems that his office records:

1. Physical violence and illegal actions

  • Beatings of citizens: Groups of TCC officers forcibly detain people on the streets, in shopping centers and near the subway, using brute force.
  • Causing road accidents: There have been reports of cyclists and motorcyclists being deliberately run over by TCC vehicles to force them to stop.

2. Violation of legal guarantees

  • Restriction of access to lawyers: Detainees are not allowed to use legal aid, which is a direct violation of their rights.
  • Concealment of information: Relatives and human rights activists cannot find out where the detainees are being held.
  • Denial ofaccess tothe Ombudsman: Representatives of the Ukrainian Parliament Commissioner for Human Rights face obstacles during inspections.
  • Forcing people to sign documents: People are forced to sign summonses without explanation of their content.
  • Arbitrary detention: Mobilization is applied to students, people with disabilities, and those caring for sick relatives, despite legal deferrals.

Changes in the TCC

As reported by , in response to these violations, a month ago, the Verkhovna Rada supported in the first reading the draft law “On Amendments to the Criminal Code of Ukraine on the Introduction of Criminal Liability for Violations of the Law on Defense, Mobilization Preparation and Mobilization Committed by Heads of Territorial Recruitment and Social Support Centers, Heads and Members of Military Medical Commissions.”

The draft law establishes criminal liability for:

– the heads and members of the Military Medical Commissions for intentional violation of the procedure for conducting a medical examination (military medical examination) to determine fitness for military service, which led to both illegal conscription of citizens for military service and their evasion (exemption) from military service (new Article 337-1 of the Criminal Code).

During martial law, such officials will face imprisonment for a term of 3 to 8 years with deprivation of the right to hold certain positions or engage in certain activities for a term of 1 to 3 years;

– officials of the territorial centers for recruitment and social support for violation of the procedure for conscription of citizens for military service, which led to their intentional conscription or evasion from military service (new Article 426-2 of the Criminal Code).

For such actions committed under martial law, they will face imprisonment for a term of 3 to 8 years with deprivation of the right to hold certain positions or engage in certain activities for a term of 1 to 3 years.

The range of subjects of the corruption criminal offense under Article 368-5 (“Illegal enrichment”) of the Criminal Code is also expanded by mentioning in paragraph 1 of the note to the said provision the heads, their deputies, members and secretaries of freelance permanent military medical commissions or medical flight commissions.
