Admission Campaign 2025: 5 Important Changes Applicants Should Know

The admission campaign to higher education institutions is underway in Ukraine. In 2025, the university admission process will be different from what it was last year. According to the press service of the Ministry of Education and Science, there are five important changes that applicants should take into account, "Komersant Ukrainian" reports

Priorities for the contract

This year, applicants will have to prioritize their applications for admission not only to state-funded programs, but also to contract programs in order to receive grants. At the same time, applicants can submit two applications for the same specialty at the same university. The first one is for state-funded education, and the second one is for contract education.

“The requirement that the application is submitted for a competition and “at the expense of individuals or legal entities” will work after the algorithm works and will protect the applicant from losing any opportunity to enter,” the Ministry of Education emphasized.

The ministry added that the opportunity will be useful for applicants who want to study at the chosen higher education institution. If it is not possible to enroll on a state-funded basis, the same application can be used to apply for a grant if the applicant meets the criteria established for this purpose.

However, it is worth remembering that you can receive state support only once, if the applicant was recommended for admission to a state-funded university. If they refuse this offer, they will not be able to receive a grant.

Different formulas for the competition score

In 2025, the competitive score for admission is calculated differently. It all depends on when the applicant took the national multi-subject test (NMT).

The competitive score may differ for applicants with the same exam results if they took the test in different years.

New EHEA specialties and changes for master’s programs

This year, the Ministry of Education and Science has approved new subjects, namely linguistics and art history, for the Unified Professional Entrance Exam (UPEE), which is taken for master’s degree programs. In addition, in some specialties, admission will be based on the results of the Unified State Qualification Examination (USQE), not the USE.

The Ministry urged applicants not to rely on last year’s information on enrollment in a master’s program, but to familiarize themselves with the current admission procedure and clarify the requirements on university websites.

Online admission for postgraduate studies

In 2025, for the first time, postgraduate admission will be conducted through personal electronic accounts. They have long been used by applicants who want to study for bachelor’s and master’s degrees. Those wishing to study for a postgraduate degree must register on the EDEBO website, fill in the data, upload a photo, and apply for admission online.

The Ministry of Education and Science recommends keeping an eye on the deadlines for applying for postgraduate programs, as they differ from other admission paths.

Updated list of fields of study and specialties

This year’s admission campaign is also special because it is based on an updated list of fields and specialties. The changes concern the names and codes of some specialties. Some of them have been updated and new ones have been introduced.

The Ministry of Education advises applicants to check the current names and codes on the EDEBO website.
