Admission Campaign 2025: what applicants need to know

ANALYSIS FROM On July 1, 2025, the admission campaign will start for those who want to obtain a junior bachelor’s, bachelor’s or master’s degree, as well as enter colleges. Registration in electronic offices has already begun. And most importantly, applicants over the age of 25 should no longer be afraid that they will not be given a reservation.
How will everything go?
The admission process consists of several stages: submission of documents, entrance exams, creative competitions or interviews, rating lists, and, of course, enrollment. Each stage has clear deadlines.
From July 1 – you can register an electronic account and upload all the necessary documents.
From July 19 to August 1 – submit an application.
Before the end of the application period, you must undergo medical examinations and other mandatory procedures for certain specialties.
Creative competitions and interviews
If you are applying through an individual interview or a creative competition:
For the budget – registration from July 3 to 10.
For a contract – registration is from July 3 to 25.
The competitions themselves take place from July 8 to 19. For contract workers, they are possible until August 1.
Details of the competitions are available on the websites of the universities. Participation is allowed to those who have already received a complete general secondary education or are completing it this year.
Motivation letters
Each university decides for itself whether motivational letters are required and according to what rules they should be written. They are set out in the admission rules of the respective institution.
Rankings and enrollment
Until August 6 – ratings and recommendations for the budget are published.
August 9 – confirm your desire to study at the expense of the budget.
August 11 – admission to both state-funded and contracted programs for applications with priorities.
August 18 – possible transfer to vacant state-funded places.
August 30 – enrollment on targeted soft loans and contracts.
Lists of those recommended for the contract will appear no earlier than August 11.
Other forms of study (part-time, evening, etc.)
The deadlines for admission to part-time and other forms of study are the same as for full-time study, when it comes to budget places and soft loans.
As for the contract form, it all depends on the rules of a particular university. Institutions can hold several waves of applications, the first of which is no earlier than September 1.
Enrollment for each wave must take place no later than 15 days after the end of the application period, but the deadline is October 20, 2025.
If you are applying after college or technical school
In 2025, the system has changed: for those who enter after obtaining a junior specialist, professional junior bachelor’s or junior bachelor’s degree, state-funded places are not separated. Everyone participates in the same broad competition with the same rules and calculation of the competition score.
For 9th grade graduates: registration of electronic accounts has been available since June 25 and will last until October 20, 2025. Applications are accepted from July 1 to July 14.
For applicants after 11th grade or with a skilled worker’s diploma: registration of accounts is from July 1 to October 20, 2025.
Acceptance of applications on the basis of 11th grade or a vocational diploma:
- by interview and creative competitions – from July 5 to 26;
- with an NMT certificate – from July 5 to August 2.
Admission to colleges will be based on the results of interviews or creative or physical competitions, as well as review of motivation letters.
Parallel studies
Persons receiving professional higher education have the right to receive education simultaneously in several educational and professional programs
- in one institution of professional higher education;
- in several institutions of vocational (vocational-technical), professional higher education or higher education in different forms of education, if it is one state/local budget funding.
- However, simultaneous study in two or more full-time or dual-form programs is not allowed, as well as simultaneously obtaining two or more specialties for budgetary funds, with the exception of specializations in one program.
The duration of study in vocational schools is from 6 months to 3 years, depending on the profession, level of education (9th or 11th grade) and previously obtained qualifications.
Form of education
Budget – the state pays for training (there is a competition, you need to submit applications with priorities).
Grant – can compensate for part of the tuition fee.
Contract – paid by the applicant, parents, or with the support of a third party.
Preferential categories (combatants, orphans, residents of temporarily occupied territories, etc.) are entitled to a budget quota.
Please note: if an applicant refuses a state-funded place under one application, he or she will not be able to receive a grant for another place. The state provides one-time support, and its amount depends on the competition score, i.e. the results of the admission.
Persons liable for military service over 25 are at risk
This year, the government planned to limit admission by age for men who are liable for military service over 25. More precisely, to deprive men aged 25 who are studying for the second time at the same or lower level of education, as well as those who started studying abroad after the start of Russia’s full-scale invasion of Ukraine on February 24, 2022, of the right to deferment. However, the right to deferment is reserved for students who started their studies before the age of 25, are studying for the first time, or are studying full-time or dual enrollment. The bill was registered in the Rada back in April.
However, lawyers point out that it contradicts Article 24 of the Constitution of Ukraine, which guarantees equal rights to all citizens.
Such an age limit creates unequal conditions for obtaining a deferment and violates both national legislation and international human rights standards. According to the explanatory note, the purpose of the innovation is to reduce the number of those who “evade” mobilization through education. “But this can be achieved without discriminatory norms, for example, by regulating enrollment in such institutions and introducing competitive selection,” said lawyer Valentyn Serkov.
“And this can be done locally – to weed out applicants over the age of 25. There is still a risk in this, albeit a minimal one. And the scandalous bill 13193 has been withdrawn from consideration. But in any case, those over 25 will have to do their best, proving their desire to learn and motivation.
