New requirements for the sale of cigarettes have come into force: what has changed

On 1 September 2024, new requirements for the sale of nicotine products will come into force. This was reported by "Komersant Ukrainian" with reference to the Law of Ukraine No. 3553-IX.

According to this document, it is prohibited to import, transport, store and sell nicotine products for consumption in Ukraine without an excise stamp.

These are products containing tobacco, reconstituted tobacco, nicotine, tobacco or nicotine substitutes intended for inhalation without combustion; other nicotine-containing products intended to ensure the intake of nicotine into the human body. These include sticks for HTPs, nicotine spiders, and nicotine boosters for POD systems.

But there is a nuance. Until 1 October, it is allowed to sell, transport and store the remains of nicotine-containing products that were manufactured or imported into Ukraine before 1 September 2024 and do not have excise stamps.
