Implementation of the state budget-2025: The Accounting Chamber pointed out under-executed expenditures and growing debts

On December 22, the Verkhovna Rada Committee on Budget considered the Opinion of the Accounting Chamber on the implementation of the State Budget of Ukraine for the first nine months of 2025.
The document refers to budget underperformance and growing debts, and provides recommendations to the Cabinet of Ministers to strengthen financial discipline. This is reported by the press service of the Accounting Chamber , "Komersant Ukrainian" reports.
The main conclusions of the Accounting Chamber
The Chairman of the Accounting Chamber Olha Pishchanska noted:
- Expenditures from the general fund were underutilized by UAH 161 billion, especially under the programs of the security and defense sector, the Ministry of Social Policy, the Ministry of Health and the State Agency for Infrastructure Restoration. The reasons for this are delays in deliveries, postponement of contracts, and delays in the execution of works, including defense works.
- Receivables of the Defense Ministry increased by 28% since the beginning of the year.
- The tax debt to the state has increased 1.5 times.
Pishchanska also emphasized that a steady flow of international aid is critical to maintaining the financial stability of the budget.
Government response
Minister of Finance Sergii Marchenko confirmed that the comments of the Accounting Chamber are correct and need to be addressed. He emphasized the need to adjust the plans and to manage expenditures more efficiently by the main budget entities.
Earlier, the Subcommittee on State Financial Control considered the same Conclusion of the Accounting Chamber covering January-September 2025. The recommendations include improving the control over the use of budget funds, especially in the defense and social sectors, as well as stimulating the timely fulfillment of contractual obligations.
