Payments for Independence Day 2025: who will receive assistance, how to apply and what to know

By August 24, 2025, Ukraine will start paying one-time cash assistance for Independence Day. The government and the Pension Fund of Ukraine have approved a mechanism for implementing this initiative, which covers certain categories of citizens, payment amounts, and application procedures. Part of the assistance will be accrued automatically, the other part requires an application, "Komersant Ukrainian" reports.
Government decision: what the resolution provides for
Resolution of the Cabinet of Ministers No. 486 of April 29, 2025, establishes:
- Amounts of one-time financial assistance (from ~650 UAH to more than 3000 UAH depending on the category).
- Payment terms – until August 24, 2025.
- The mechanism is partly automatic, partly based on applications or data submitted by institutions.
Who is eligible for payment
One-time assistance will be provided to:
- Persons with war-related disabilities.
- Participants in hostilities and injured participants in the Revolution of Dignity.
- Persons with special services to the Motherland.
- Family members of deceased veterans and defenders of Ukraine.
- Former prisoners of concentration camps, ghettos and their descendants.

How to apply: three ways
For those who are not pensioners or are not in service, submitting an application is mandatory. The Pension Fund of Ukraine offers the following options:
- Inperson – at the PFU service center or ASC at the place of residence.
- By mail – to the address of the territorial body of the Pension Fund.
- Online – through the Pension Fund’s electronic services web portal using a qualified electronic signature (QES).
The application must include:
- A document confirming the right to payment.
- TIN (if available).
- Bank account details.
Automatic payments
Pensioners who are eligible for the allowance will receive it automatically along with their August pension. Institutions that have data on the relevant categories of people can also submit information without the participation of citizens.
