Payments under National Cashback will resume: the government has allocated additional funds

The Cabinet of Ministers of Ukraine has increased funding for the National Cashback program by UAH 37 million. This is stated in the government’s resolution No. 1429 of November 7, 2025, "Komersant Ukrainian" reports

Additional funding for cashback

According to the document, the government has amended Resolution No. 652, which regulates the procedure for allocating funds from the state budget reserve fund for two purposes

  • payment of financial assistance to buyers of Ukrainian goods (the National Cashback program)
  • partial compensation for the cost of domestically produced machinery and equipment.

After the update, the amount of cashback funding increased from UAH 2.4 billion to UAH 2.437 billion, or by 37 million.

These funds were taken at the expense of reducing the funding for the compensation program for industrialists – from UAH 200 million to UAH 163 million.

Problems with payments

For two months now, Ukrainians have been complaining that payments under the National Cashback program have been delayed.

The last transfers were made in early September for purchases made in July.

Payments for August are still being processed, which has caused dissatisfaction among users and criticism from business associations, which have even called for a reconsideration of the program’s continuation.

What the government promises

Despite the delays, the government assures that payments for August will be made in full this week.

According to representatives of the Ministry of Economy, this payment will be the largest since the start of the program, but the exact amount has not yet been disclosed.

What is “National Cashback”?

“National Cashback is a government initiative that involves a partial refund by the state for domestically produced goods purchased by Ukrainians.

Citizens can receive 10% of the cost of purchases made under the program. The minimum amount is two hryvnias, and the maximum amount can be up to UAH 3,000. The funds are credited to a special bank account. They can be spent until the end of 2025, after which the account balance will be canceled.
