Manufacturers and suppliers have simplified access to the procurement process of the Ministry of Defense

The Defense Procurement Agency of the Ministry of Defense has introduced a “single window” on its official website to collect proposals from manufacturers and suppliers. This was reported by the Ministry of Defense of Ukraine, "Komersant Ukrainian" reports.
The launch of the “single window” will help ensure transparent and equal access to the procurement process, as well as speed up the processing of proposals.
How the “single window” will work
On the Defense Procurement Agency’s website, in the “Suppliers” section, companies that want to offer their products for defense needs must go through a verification procedure and leave their information. That is, the supplier/manufacturer fills in basic information about themselves and their products on the website.
Then the Agency conducts an inspection and makes a decision: to include in the register of verified suppliers or to provide a justified refusal.
Verified suppliers will receive requests for commercial offers in accordance with the proven need.
These requests will contain information about the date and time of the procurement, as well as feedback on the results.
A contract will be signed with the winner.
This approach is intended to ensure confidentiality and protection of information on commercial offers, speed up their processing time and ensure equal access to the procurement process for all market participants.
The Ministry of Defense also reported that in 2025, the budget of the Defense Procurement Agency for the purchase of weapons, military equipment and ammunition is more than UAH 380 billion.
What has been done since the beginning of the year
In the first quarter of 2025, the Defense Procurement Agency of the Ministry of Defense signed contracts for more than UAH 200 billion. This was announced by Defense Minister Rustem Umerov.
He emphasized that the focus is on technologies that give results today and detailed what has been done:
– Drones, electronic warfare, ground robotic systems: 279 contracts worth UAH 77.2 billion have already been signed in these areas.
– Ammunition: we continue systematic procurement of artillery shells and mortar rounds.
– First-line brigades: in the first quarter, UAH 12.3 billion was spent directly on combat units – on drones, electronic warfare equipment, and vehicles for mobile groups.
How procurement procedures are being optimized
Another procurement agency of the Ministry of Defense, the State Logistics Operator, has been using the DOT-Chain IT system for several months. This innovative IT system is designed to manage the logistics needs of the Armed Forces of Ukraine.
The main objective of DOT-Chain is to make the process of supplying the military easier and faster, in particular by simplifying processes, increasing awareness and strengthening support for the military and suppliers.
In early April, a demo version of DOT-Chain Defense, an IT system aimed at improving the supply of unmanned aerial vehicles, ground robotic systems, electronic warfare and electronic warfare equipment to military units, was presented.
The system is expected to operate in a “marketplace” format, where military units will be able to choose the types and quantity of equipment they need. Thus, the provision of unmanned systems to the military will become more efficient, more targeted and functionally relevant.
