Experts have ranked the most dangerous countries in Europe in 2025. Ukraine took the first place in the list due to active hostilities, while Russia and Belarus also made it to the top due to military aggression, political instability, and a high level of threats to tourists and local residents.

The ranking is based on several key factors: military conflicts, political situation, crime rate, and other potential risks for people staying in these countries.
Ukraine – very high level of danger
The country topped the ranking due to a full-scale war, constant shelling and martial law. Residents of the east and south are most at risk, and air raid warnings are heard throughout the country.
Russia – very high risk level
Due to the aggression against Ukraine, political repression and threats to foreigners, most world governments advise against traveling to Russia.
Belarus – high risk
Tensions on the borders, political repression, and close alliance with Russia make the country dangerous for tourists.
Serbia – medium-high risk
Conflicts with Kosovo and regular protests in the northern regions of the country pose potential security threats.
Kosovo – medium-high risk
Ethnic tensions and political instability make the country’s northern territories particularly dangerous for visitors.
Bosnia and Herzegovina – medium risk
Political tensions and residual landmines from the 1990s wars in rural areas pose a threat to residents and tourists.
Moldova – medium risk

France – medium risk
