Recognition of study abroad results: how to join the discussion of the procedure

The Ministry of Education and Science of Ukraine is initiating a public discussion of a draft resolution of the Cabinet of Ministers of Ukraine that outlines a mechanism for recognizing the results of education obtained in educational institutions abroad. Public discussion has already begun and will last for 20 days.
The draft resolution proposed for discussion provides for:
– An optimized procedure for recognizing learning outcomes for children who receive formal education abroad.
– Simplified recognition of learning outcomes for children studying in non-formal education institutions with a Ukrainian studies component.
– Creating a list of subjects of educational activities abroad.
What is the subject of discussion?
Specific provisions of the draft government decree are up for public discussion.
For example, clause 5 of the draft stipulates that “the learning outcomes that a person has obtained through formal (general secondary) education do not require assessment, are recognized and credited by an educational institution of Ukraine by comparing the scale of assessment of learning outcomes obtained abroad with the scale determined by the assessment system approved by the Ministry of Education and Science.”
And clause 6 states that “the results of education obtained by a person through non-formal (out-of-school) education are recognized and offset by an educational institution of Ukraine by means of their evaluation, which is carried out on the general principles determined by the legislation for the form of education obtained by a person in an educational institution of Ukraine.”
Anyone wishing to participate in the public discussion can add their comments to these provisions, as well as evaluate the proposal by supporting or opposing it.

The Ministry of Education and Science emphasized that the proposals received with justifications will be summarized in a report that will serve as the basis for further revision of the draft resolution.
As a reminder, on Wednesday, the Verkhovna Rada passed a bill amending Article 6 of the Law of Ukraine “On Complete General Secondary Education” regarding the recognition of educational results obtained by Ukrainian citizens abroad (No. 12375).
By the decision of the Parliament, Article 6 of the Law of Ukraine “On Complete General Secondary Education” was supplemented with the following part:
“Citizens of Ukraine have the right to recognize the results of education obtained through formal and/or non-formal education in educational entities located abroad (except for the state recognized by the Verkhovna Rada of Ukraine as an aggressor state or occupying state), in accordance with the procedure approved by the Cabinet of Ministers of Ukraine.”
The Cabinet of Ministers has to adopt the regulatory act necessary for its implementation within three months from the date of publication of the Law. This draft is proposed for public discussion.
