How to get a deferment for people with disabilities in “Reserve”: step-by-step instructions

The Ministry of Defense of Ukraine has announced a new update to its mobile application “Reserve” – from now on, persons with disabilities whose information is contained in the Unified Social Information System (USIS) can apply for a deferment from mobilization, "Komersant Ukrainian" reports
Previously, only those who had a pension certificate of a disabled person and were in the register of the Pension Fund of Ukraine (PFU) could submit an online request for a deferment. Now this functionality covers a wider category of citizens.
“Deferrals for people with disabilities through the Reserve were one of the most frequent requests from users. We are working to ensure that all types of deferments are available in the application and can be obtained without queues and paperwork,” said Kateryna Chernogorenko, Deputy Minister of Defense for Digitalization of Ukraine.
How to apply for a deferment in “Reserve”
The procedure for applying for a deferment through the app is as simple as possible and takes a few minutes. Here are the step-by-step instructions:
- Download or open the Reserve app on your smartphone.
- On the main screen, click on the three dots in the upper corner.
- Select the “Request a deferral” option.
- Specify the appropriate category – in this case, “person with a disability”.
- Wait for a notification with the result.
After submitting the request, the system will automatically check whether your data is available in the USSS. If everything is in order, the status of the deferment will be displayed in your electronic military record.
What to do if there is no data in the register
If information about your disability status is not available in the UIISS, do not panic. In this case, you need to contact your local Department of Social Protection. To do this, take with you:
- The original document confirming your disability (for example, a certificate from the MSEC).
- An identity document (passport or ID card).
After entering the data into the system, you need to submit a request for deferral through the “Reserve” again.
Who else can get a deferral through “Reserve”?
The function of applying for deferrals in “Reserve” appeared in the fall of 2024. At that time, it was available for three categories:
- Persons with disabilities who have a pension certificate from the Pension Fund of Ukraine.
- Students, postgraduates and doctoral students who are pursuing education.
- Parents from large families raising three or more children under the age of 18 in a marriage.
Now, with the addition of integration with the USSS, the application reaches even more people with disabilities, making the process digital and accessible.
