How parties spend budget funds: The Accounting Chamber has begun an audit

On February 10, the Accounting Chamber of Ukraine began an audit of the compliance of the use of state budget funds allocated to finance the statutory activities of political parties.
The audit is being conducted in accordance with the Law of Ukraine “On Political Parties in Ukraine” and in accordance with the Audit Chamber’s Work Plan for 2026, reports "Komersant Ukrainian".
What exactly will be audited
As part of the audit, auditors will examine regulatory and legal acts, primary documents, financial and other reports of political parties confirming the implementation of operations with budget funds.
The audit covers UAH 2.1 billion allocated in 2023-2025 for state financing of party activities.
According to the Accounting Chamber, the audit should establish:
- the legality of the use of budget funds;
- possible non-compliance with legal requirements;
- the reasons for such violations, if any are found;
- recommendations for addressing the identified problems.
Why this audit is important
State funding of political parties in Ukraine was introduced in 2016 as part of anti-corruption reform and the fulfillment of commitments to the European Union under the Visa Liberalization Action Plan.
The goal of the reform is to reduce the influence of private and shadow sources of funding on political processes and increase the transparency of party activities.
At the same time, the effectiveness of this model largely depends on how well parties comply with the rules for using budget funds and how strict the control over this process is.
Almost ten years have passed since the introduction of the state funding system, so the issue of a comprehensive audit of this area is considered relevant.
Who conducts the audit
Elizaveta Pushko-Tsybulyak, a member of the Accounting Chamber, has been appointed to conduct the audit.
State auditors from the Chamber of Accounts’ Department of Control (Audit) in the Sphere of Defense, Security, Judiciary, Law Enforcement, and Justice are involved in the control measure.
What the results of the audit can change
The Accounting Chamber notes that the results of the audit and the recommendations provided should contribute to:
- increased transparency and accountability in the use of budget funds;
- strengthening the financial discipline of political parties;
- reducing corruption risks in the sphere of state financing of political activities.
It is not currently known when the audit will be completed and when its results will be published.
